Housing (Scotland) Act 2001 Legal requirement for tenant participation strategies RTOs and registration Rights to be consulted on key services /standards Housing (Scotland) Act 2010 Scottish Social Housing Charter Scottish Housing Regulator Self assessment by landlords Annual Return on the Charter ( and tenant report)

3 The Story So Far……………………………… Late August individual landlord reports and interactive landlord report published by SHR By 31 st October- Landlord report to tenants published SHR will report on overall progress by the end of the year

4 What the Charter does …..…………..  Focuses landlord activity on services that are important to tenants and other customers  Encourages a culture of involving service users in the design, delivery and performance of services  Provides a set of consistent standards and outcomes which should be met for all social housing tenants wherever they live

5 What the Charter does…….…………..  Gives clear information on how landlords are performing against the Charter  Gives tenants information about performance they can scrutinise and question  Provides a basis for assessing individual landlord performance and comparing it to others

6 Delivering for landlords..........  Encourages review of participation strategies and how they link to governance and scrutiny  Encourages tenant involvement in performance management

10 What can tenants expect?................. To be able to get involved with your landlord in:  preparing the ARC and Landlord report  assessing whether the information reflects the service and standards given  agreeing the content and format of the landlord report  reviewing services and standards  examining and scrutinising performance information and agreeing what to look at

11 What can tenants expect?………….. To be able to get involved with your landlord in:  examining performance in detail and asking for more information if required  identifying variations in performance (both good and bad)  questioning data and services in a reasonable and fair way  Examining variations further  Identifying improvements/changes to services

12 Scrutiny…………………… “A close and searching look” “A critical observation or examination” “Inspection, study, perusal, probe”

13 Looking Forward ……………………  Does the Charter cover everything it needs to?  Does the Regulators Reports tell you whether landlords are meeting the “Charter challenge”?  Is any more information needed?  Is it challenging landlords to meet the performance of the best  Can you tell whether services are good value for money?

14 Looking forward ……………………  What support do you need to have the knowledge, skills and confidence to effectively scrutinise performance?  Are services giving good value for money?

15 Going the extra mile……………….  Going beyond the Regulator’s requirements?  Regular and systematic involvement in assessing Landord overall performance
