9 PM-CCS Overarching Acquisition Strategy  Long term (5 year) contracts  Best value competition – emphasizing technical capability/quality  Cooperation, collaboration among PM, contractors, Government Engineering team  Continuous product/process improvement – modernization of legacy ammo  Support for National Technology & Industrial Base IAW Section 806 “Rome wasn’t built in a day” - Caesar Augustus “A foolish consistency is the hobgoblin of little minds.” - Ralph Waldo Emerson

10  The ammunition industrial base is dynamic – The base is where the current production is  Position long-term contract vehicles for all ammo families – with options for emergency needs  Know our suppliers – to critical component/ material level  Support supplier base in modernizing designs and processes – be willing to invest money  Address issues on exception basis (for example): – inadequate/unreliable source of supply – inadequate capacity for current/projected needs – Inadequate work for current supplier PM-CCS Ammunition Industrial Base Philosophy
