F-22 Life Cycle Sustainment Mission PAI = Primary Aircraft Inventory BAI = Backup Aircraft Inventory AR = Aircraft Reserve System Program Office employed a PBL strategy that proved instrumental in delivering war-winning capability to the F-22 Raptor …Ensuring the Raptor fleet is viable thru its service life at significant value to the taxpayer

3  Two Service Contracts:  Air Vehicle: Follow-on Agile Sustainment for The Raptor (FASTeR)  Engines: Support Program for the Raptor Engine (SPaRE)  Sole-source, FAR Part 15 Negotiated Contract  10-Yr Business Agreement through 2017  Customer/Stakeholder:  Air Combat Command & Air National Guard  Product Support Integrator (PSI) Contractors:  Air Vehicle: Lockheed Martin, Fort Worth, Texas / Boeing, Seattle, Washington  Engines: Pratt & Whitney  Purchase History:  CY08/09 Negotiated together; CY10-13 Negotiated Annually  Period of Performance: 01 Jan 14 – 31 Dec 17  Basic (CY14): 01 January 2014 - 31 December 2014  CY15 Option: 01 January 2015 - 31 December 2015  CY16 Option: 01 January 2016 - 31 December 2016  CY17 Option: 01 January 2017 - 31 December 2017 F-22 Life Cycle Sustainment PBL Strategy

 PBL Focus  Communication with customers, track & oversee sustainment of the F-22  Ensure Combat AF needs met by planning long-term logistics support  Logistic Support Activities:  Depot Mods Heavy Maintenance Planning  Sustaining Engineering / Field Support  Logistics Analysis and Contract Oversight  Training Systems  Execute Depot Partnering  Products and Support  Technical Order Data (TOD)  Integrated Maintenance Information System (IMIS)  Support Equipment  Supply Support  Life Support Systems F-22 Life Cycle Sustainment Focus & Activities

 Awarded first F-22 Air Vehicle Fixed Price Incentive Fee multiple-year PBL contract for FY14 thru FY17  Improved F-22 Fleet Mission Capable Rate to new record high averaging 71.1% and Fleet Aircraft Availability Rate averaging 61.9%  Operational Availability was enhanced with significant improvements in Aircraft Abort Rates… 5.1% against a fleet goal of 6.5%  Increased worldwide support…Raptor team provided for completion of multiple successful deployments F-22 Life Cycle Sustainment PBL Successes  Reduced cost of ownership through innovative public- private-partnering (PPP) opportunities…over last 5 years increased PPP workloads by nearly 800%

 Communication with CAF and PSI Contractors is critical – “Trusted Partnership” must exist  Per 2008 NDAA, evaluating Product Support Strategy via a Business Case Analysis – results Fall 2015  Outcomes will shape future PBL strategy for Raptor in 2018 & Beyond… F-22 Life Cycle Sustainment PBL Challenges, Lessons Learned & Future  Timely response to Combat Air Force’s (CAF) updated requirements  Fluctuations in annual flying hour program to support combat mission readiness  Establishment of new availability & maintenance standards  Need either well defined requirements early, flexibility, or both  PSI contractors need time to plan and procure spares  Require time to assess & evaluate depot capability (facilities and manpower) under PPP
