22 The Mission of the Howard County Public School System is to ensure excellence in teaching and learning so that each student will participate responsibly in a diverse and changing world. 39 Educator Evaluations HCPSS is working with HCEA and HCAA to design new system using framework from Educator Effectiveness Council. Changes will come beginning in school year 2012-2013. Student growth will be a significant component of teacher and principal evaluations.
