3 Background Effective October 31 st 2009, Health Canada ceased as an internal service provider of ergonomic services to the federal public service. Federal government departments, agencies and Crown corporations must comply with the requirements and obligations of the Canada Labour Code, Part II: “employers must ensure that the work place, work spaces and procedures meet prescribed ergonomic standards”.

4 Background (continued) PWGSC decided to set up a new national method of supply to have these services provided by Suppliers. PWGSC Commodity Management Coordination Division sent a call-letter to departments and agencies requesting stakeholders to participate on a committee. The Committee, composed of 13 departments and agencies, was responsible for the development of the Statement of Work and evaluation criteria.

5 Committee’s Goal To create a tool, when combined with other internal resources, that can assist managers in their responsibilities in preventing office ergonomics related hazards, supporting the recovery of employees returning to work and/or accommodating those with permanent physical injuries.

6 Procurement Process A Request for Information was posted on the Government Electronic Tendering Service in September 2010 to gather feedback from industry on the proposed procurement strategy. Valuable information was obtained on a variety of elements, including industry capacity and standard practices. The Statement of Work for office ergonomic assessment services was revised to incorporate many of the recommendations received.

7 Procurement Process (continued) The RFSO closed at the end of January 2012. 25 offers were received and evaluated. A median price range in each region/sub-region was used in the financial evaluation. 20 National Master Standing Offers (NMSOs) were issued. The NMSOs are issued by region and sub-region. The NMSOs are available on the Standing Offer Index (SOI) Web site.

8 How the NMSO Works The NMSO is to process call-ups related to individual office ergonomic assessments and if required, follow-up ergonomic assessments. The period for making call-ups against the NMSO is from March 5 th 2012 to September 4 th 2013. The firm all inclusive price per assessment for an ergonomic assessment ranges from $90.00 to $600.00 and the all inclusive fixed hourly rate for a follow-up ergonomic assessment ranges from $45.00 to $155.00.

9 How the NMSO Works (continued) For requirements up to $25,000.00 within a region/sub-region, call-ups are issued on a “right of first refusal” method of work allocation or alternatively, a call-up can be directed to any of the Offerors, provided that the rationale for bypassing/forgoing the “right of first refusal” method is documented. This pre-competed procurement instrument is not mandatory. Clients can issue call-ups up to $250,000.00.

10 Ability to Add Offerors and Refresh Prices/Rates New suppliers will be able to submit an offer on an annual basis. Existing Offerors will have the opportunity to submit a new financial offer to refresh their prices and rates on an annual basis. For each region/sub-region, Offerors will be ranked in ascending order of evaluated prices. The Offeror ranking will be amended to include new Offerors.
