RTF Small / Rural Subcommittee Tuesday, June 11, 9am – 10:30am

Agenda Review the UES design checklists for the measures approved by RTF [25 minutes] Review Residential Kitchen T12 to T8HP Conversion measure proposal [10 minutes] Update on Commercial Showerheads for Schools UES measure development [5 minutes] Update on discussion of schools at RTF Operations Committee meeting [5 minutes] Review barn lights (pole or yard lights) study [10 minutes] 2013 work plan - prioritize use of $50K budget [25 minutes] Scheduling future S/R meetings [5 minutes]

UES Design Checklist Review the UES design checklists for the measures approved between January 2013 and May 2013 RTF Meetings – Ag Irrigation Hardware – Ag Stock Watering Tanks – Com Clothes Washers – Res Integral LED Lamps – Res Refrigerators 3

Residential Kitchen T12 to HP T8 Conversion - Overview Measure requested by SRR subcommittee in 2012 – Expect high occurrence of linear fluorescent fixtures in rural kitchens Requests: – 1-for-1 change-out to HPT8 lamps – Direct Install delivery channel RTF Staff developed workbook in 2012-2013 4

Residential Kitchen T12 to HPT8 Conversion - Remaining Issues [see workbook] Storage/Removal/Takeback factors – No information found on install “success” rates – If no data, can we use something as a proxy? What lamp wattage assumed for 4’ & 8’ T12s? – RBSA only provides lamp type (T12) and watts/lamp 4 foot fixture wattage similar for baseline and efficient case – RBSA: 38.9 Watts Average (N=240)| BPA: 40 Watts 8 foot fixture wattages are different – RBSA: 2-lamp = 100W (N=2), 4-lamp = 60W (N=2), Avg.=70W – BPA: 95W 5

Commercial Showerheads – Schools UES Measure Update [see workbook] 6

Barn Lights 7 [see report] BPA commissioned study by Navigant in 2011. Interviews with 10 regional subject matter experts Wall or pole mounted HIDs, utility owned, photocell controlled. Found across all sectors. – Baseline - Typically high pressure sodium (HPS), mercury vapor (MV), and metal halide (MH). HPS most prevalent, typically 100 W, 150 W, and 200 W – Efficient Equipment - Induction and LED lamps Early retirement of equipment wouldn’t happen without incentive because of high cost of travel to sites. Efficient equipment has longer lifetime that current practice, which would reduce maintenance costs going forward. Very rough estimate of regional potential: 50,000 lamps x 500 kWh = 2.9 aMW

UES Measures for Schools 8 PECI School Measure Proposals for Small Rural Utilities – PECI observed that the same opportunities show up across the region, not just small rural schools – RTF Operations committee met on Monday, June 3, 2013, and discussed this topic – Operations committee decided to propose pursuing UES measures for schools to the RTF at the June 18 2013 meeting – RTF may decide to pursue some or all of PECI’s recommended measures (using RTF funds, rather than the SRR subcommittee funds). – S/R subcommittee may decide to pursue measures that the RTF does not

2013 Work Plan 9 S/R Subcommittee must decide how to spend the 2013 $50K budget Today – prioritize efforts, including Schools measures After RTF decisions on Schools – S/R to pursue the highest priority efforts not being pursued by the RTF. Considerations: – If RTF is willing to pursue a measure, should S/R budget be used to get it done quicker? – Should S/R budget be used to make existing measures more accessible (e.g. Nonres Lighting) or only on new measures?

2013 Work Plan 10 Options Measure Development – Schools – Interior Lighting – Schools – Exterior Lighting – Schools – Weatherization – Schools – Programmable Thermostat – Schools – Vending Machine Controller – Schools – Low Flow Faucet Aerator – Schools – DHW Time Clock – Schools – Demand Controlled Ventilation – Manufactured Home Decommissioning – Barn Lights – Other? Scoping – SmartDude – Prescriptive measures for guest ranches and resorts consisting of individual cabins and a common lodge area. – Prescriptive measures for small health care facilities – Other? [See workbook for estimated savings potential, estimated research cost, and staff prioritization]

Scheduling Future S/R Meetings 11 How frequently should we meet? – Propose quarterly How far in advance should these be scheduled? Is there interest in scheduling these around RTF meetings to allow for in-person meeting?
