2 S TEP O NE ….I NTRODUCTION In order for a law to begin the process of being passed, it must first be introduced in either the House of Commons or the Senate.

3 H OUSES M EETING B ILL …

4 T WO K INDS OF B ILLS Public Bills: These are proposals for laws that will affect the public in general. Most of these are introduced by Ministers. Examples? Private Bills: Limited in scope and concern an individual group of individuals only. They confer a right or relieve someone of a responsibility. Examples?

5 S TEP T WO : I N THE C ABINET Proposal is considered by the appropriate Cabinet Committee and recommendations are made to the Cabinet. If Cabinet approves, the responsible Ministry issues drafting instructions to the Legislation section of the Department of Justice. Draft Bill is prepared in two languages. Draft Bill presented to Cabinet for approval If approved, it is ready to be presented to Parliament.

6 Third Reading: Debate and vote over bill as amended. Once it has been read over three times, it is passed on to the Senate for consideration.

7 S TEP T HREE : P ARLIAMENT First Reading: Just read it over. Second Reading: Members debate and vote on the principle of the bill. Submit it to a committee to make amendments or changes as they see fit. Committee then reports to the House and clearly states any changes.

8 S TEP F OUR : R OYAL A SSENT What is Royal Assent? Bill is presented to Governor General Governor General may assent to the Bill in the Queen’s name, withhold assent, or reserve assent.
