2 MSc Module Health District Management: Planning and Programme Design Learning that transports participants in London to the Semisand District of Freedonia

3 NB: An Example of Global Cooperation in Learning Developed by the Australian Centre for International and Tropical Health and Nutrition, (CITHN) University of Queensland 1998 - 2000 joined mutual improvement by CITHN and the Swiss Public Health and Tropical Institute, (SPHTI) Basel, then run independently by SPHTI Run at UCL Centre for International Health and Development (CIHD) in 2007 jointly with SPHTI, then independently at CIHD in 2008

4 Course Rationale and Overview Why? Expertise in management of health programmes increasingly important How? Through facilitated scenario-based learning, participants learn key programme design concepts and develop insights and knowledge applicable in the field What? Plan a district-level health programme in a simulated country, using a logical framework approach.

5 What Participants Set Out to Accomplish Design a health programme and write a project proposal to assist the Semisand District of The Republic of Freedonia to reduce, eliminate, eradicate or address a specific health problem and associated morbidity & mortality improve the health of the population of the district

6 The Team Scenario Specialist roles in a team of 6 national and international experts who have been recruited to make a brief visit to Semisand to assist in the design of a project The IDAA (funder) has committed 2 weeks funding for the design mission Up to $ 2,350,000 over 5 years may be available for the project itself

11 Learning Objectives for Situation Analysis Assessment Appraise the importance of situation analysis in planning health programmes Analyze the Freedonia / Semisand situation according the specialist role taken Identify strengths, weaknesses, opportunities and threats (SWOT) from the given situation Write up the situation analysis according to provided framework

12 Group Assessment: Presentation to Funding Body and National/District Leaders 15-20 minute oral presentation on –Situation analysis –Rationale and Approach –Project description –Expected benefits –Management and Financing –Monitoring and Evaluation –Assumptions, risks, feasibility, sustainability

13 Group Assessment: Written Project Proposal Project Proposal: 18,000-20,000 words, including Annexes Main text: 9 - 10,000 words Annexes: Logframe Matrix; Activity log; Budget; Timelines; Job descriptions; Project Organogram

14 Group Project Learning Objectives Define target population & formulate project objectives in context of national development goals and international good practices Define outputs (results) that will enable satisfactory achievement of objectives Identify verifiable/performance indicators which will identify performance in terms of output and objectives

15 Group Project Learning Objectives Outline strategies and indicate activities required to produce proposed outputs Determine inputs necessary for completing proposed activities (staff, supplies, equipment, financial means, etc.) Identify most significant assumptions and risks underlying implementation of proposed activities at each level Prepare complete project proposal Present and defend design and rationale
