1 INTRODUCTION THIS IS AN EXHIBITION OF THE “CAMBORNE POOL REDRUTH TRANSPORT STRATEGY STAGE 1” PLANNING CONSENTS WERE GRANTED IN NOVEMBER 2008 AND JANUARY 2010 FOR THE “CAMBORNE POOL REDRUTH HIGHWAY INFRASTRUCTURE PROJECT”. THE SCOPE OF THE PROPOSALS HAS BEEN REDUCED FOLLOWING THE GOVERNMENT’S COMPREHENSIVE SPENDING REVIEW. THESE NEW PROPOSALS, NOW CALLED THE “CAMBORNE POOL REDRUTH TRANSPORT STRATEGY, STAGE 1”, ARE DISPLAYED TODAY.

2 National Background The Coalition Government made clear that its most urgent priority was to tackle the UK’s budget deficit. The Department for Transport (DfT) stated that it would implement a review of all schemes to identify those which were viable and would continue. Following Cornwall Council’s representations to the DfT, the Camborne Pool Redruth (CPR) scheme is now in the national Development Pool, but there are insufficient funds available to proceed with all the schemes currently in this pool. The DfT has invited Councils to submit Final Bids for a share of the available funds. This is the last and only chance for the Council to obtain funding for this scheme. DfT’s messages have been clear: They are asking Councils to reduce the overall scheme costs and in particular the requirement for central government funding contributions. They are looking for reductions in the scope of schemes, improved value for money and a tight focus on meeting objectives whilst minimising costs.

3 Cornwall Council’s Approach The original scheme was granted planning consent in two phases: in November 2008 and January 2010. The Council began to investigate the potential for partial construction options as soon as the government changed and the Coalition announced its Comprehensive Spending Review. This ensured that plans and cost estimates were available to make strong representations to DfT – proposing a reduced scope scheme with significant savings in funding requirements, but which still met its overall primary objectives. Reduced scope scheme Unlike a simple bypass, the CPR scheme can be separated into sections – each of which can be justified, as an option, in its own right - and each could be constructed separately. These are shown on PLAN A below. Early consideration of these options had identified the optimum, reduced scope, CPR scheme shown below on PLAN B. The paramount objective of the CPR scheme is to facilitate regeneration development and to achieve that it must create a new East to West route. It was concluded from the appraisal that it is not necessary, immediately, to improve Wilson Way or provide a new dual carriageway on Dudnance Lane. The reduced scope, Stage 1, therefore only delivers parts of the original scheme but still meets its objectives.

4 The new reduced scope scheme – CPR STAGE 1 The proposed, reduced scope scheme, “CPR STAGE 1”, would deliver: - a new road from Dolcoath to Dudnance Lane across the Red River valley and the old South Crofty mine site, including a new, signal controlled junction on Dudnance Lane with a Heartlands Park access; - a new road from Station Road to Wilson Way, around the Carn Brea sports ground, removing industrial traffic from Pool village centre, with new side road junctions; - minor improvements to Dudnance Lane to provide new junctions and pedestrian and cyclist facilities and to ensure that forecast traffic can be accommodated; and - A3047 public transport corridor improvements and environmental benefits. These are considered to be the essential elements of the original scheme which will create the new E-W road and give safe and adequate access to the planned regeneration developments. Detailed plans of Stage 1 are shown on the following panels – alongside plans of the original scheme which was granted planning approvals in Nov 2008 and Jan 2010.

5 Deferred elements Deferred elements of the original scheme, not included in Stage 1 would be: - the dualling of the Dudnance Lane north/south link – including the wide segregated footway /cycleways; the trees, special lighting columns and granite kerbs and paving; - the new roundabout for Forth Kegyn and the Tesco/Pool Market sites junction; - the improvements to Wilson Way including rationalisation of the private accesses and provision of right turn lanes to business premises. These deferred improvements of the existing roads, Dudnance Lane and Wilson Way, important parts of the ultimate strategy, could follow as a Stage 2 scheme when, and if, funds become available. The next steps Cornwall Council now intends to present this reduced scope, Stage 1, CPR scheme in its Final Bid for funding to the Department for Transport in September 2011. This scheme is displayed, here today, at this public consultation Exhibition. Your views and comments would be welcome and will be considered before this final, Stage 1, CPR scheme is presented to the Department for Transport for funding approval.
