A Regional Action Plan
Action line1: Capacity building (public and private sector actors);
Action line2: Integration of energy access considerations into development plans, formulation and implementation of investment programs to expand energy access (soft loans, grants, private sector investment…);
Action line3: Exchange, promotion and dissemination of best practices (Knowledge generation, Networking & Management);
Action Line4: Promotion of local production of energy goods and services.

Political inertia and re-vitalisation of member states states for sustained action and facilitation of multisector process for energy access planning
Lessons
Need for sustained effort and targeted support over a period of time for the multisector process to mature (about a year)
Leadership and country context determining factors in facilitating integrating energy access considerations and formulating investment programs

8. Sustaining Actions & Enhancing CD efforts
Regional/national development strategies/PRS to sufficiently reflect energy access for the poor as a priority ( Support to NMG, Awareness, training ,etc)
Budgetary allocations (domestic/external resources) to support energy access national priorities
Regional & National policies/strategies and budgetary allocation
Advocacy for alignment of domestic and external financing (incl. ODA) with countries’ priorities expressed in the NDS/PRS – Paris and Accra Declarations
improved coordination among partners to take a issue-wide/sector-wide approach

Strengthen planning, coordination, management and monitoring capacity of lead institutions and administrators
Enabling legal and regulatory framework to enable local institutions/private actors effectively participate in energy service delivery
