2 2 HISD  4 high schools identified as “failing” by the Texas Education Agency  5 middle schools identified as “unacceptable” by the Texas Education Agency  11 elementary schools will be selected to participate beginning in 2011-2012. School Participating

3 3 HISD HISD is implementing the following tenets identified by Dr. Roland Fryer, EdLabs at Harvard University through research on effective charter and public schools: Human Capital– effective teachers and principals More instructional time Use of data to drive instruction High-dosage tutoring Culture of high expectations for all Transformation Tenets

4 4 HISD National recruitment and rigorous selection process New principals in all 9 low-performing high schools and middle schools for 2010-2011 Sign-on and Performance bonuses to attract top talent Human Capital - Principals

5 5 HISD Conducted “commitment conversations” with every teacher in the 9 schools Spring, 2010. 162 teachers were asked to not return to those campuses for the 2010-2011 school year. Increased commitment of 50 Teach For America teachers to be placed in low-performing schools. Transferred some highly effective teachers from our schools and paid them a stipend of $10,000 for a 2- year commitment. The district will assess necessary capacity needs at the 11 elementary schools during this school year. Human Capital - Teachers

6 6 HISD Extended School Calendar 4 high schools and 5 middle schools began 5 additional instructional days for students. The board of education already approved an additional increase of 5 instructional days for all schools. Meaning students in these schools will have an additional 10 more instructional days than the 2009-2010 year for a total of 185 days. Longer School Day 7:45 a.m. – 4:15 p.m. Monday through Thursday 7:45 a.m. – 3:15 p.m. Friday This is equivalent to approximately 18 days of instruction. More Instructional Time

7 7 HISD Building a robust data architecture, warehouse and infrastructure beginning 2010-2011 Developing a standards-based curriculum and assessment system beginning 2010-2011 that will be used in 2011-2012 Developing system for assessing students every 3-4 weeks and re-teaching or accelerating based on individual student results. Use of Data to Drive Instruction

8 8 HISD 2011-2012 In-school tutoring Math or reading for all 6 th and 9 th graders Over the summer the district hired nearly 260 Apollo 20 Math Fellows to provide math acceleration on a 1:1 or 1:2 basis for a class period every day of the week. All tutors were hired using a rigorous screening process. They all posses a Bachelor’s degree and made a 10-month commitment to the program. Double-dose of instruction 7 th, 8 th, 10 th, 11 th, and 12 th grade students who are below grade level in math or reading/ELA based on the subject in which they are furthest behind receive an extra period of that subject. Additional certified teachers were hired to teach these courses. High-Dosage Tutoring and Instruction

9 9 HISD 100% graduation rate 100% students performing on or above grade level 95% attendance rate for students and staff Professional attire for staff (e.g. ties for men and business casual for women) 100% student acceptance into college or university School-Parent contract Culture of High Expectations for All

10 10 HISD Significant increases in student attendance Decrease in student discipline referrals Increase in student growth on interim, 30- day math assessment of up to 27 percentage points from the performance level of assessment administered the first week of school Culture at these schools has significantly changed Preliminary Results
