2 Raising of the Age of Participation –Role of the Local Authority Work in partnership with partners to shape provision Ensure there are sufficient suitable opportunities to meet the needs of young people To encourage, enable and assist young people to participation in education and training (using the Early Intervention Grant effectively)

3 Current Position Not in Education or Training Years 12-14

4 Historical Perspective Diverse range of agencies working with young people providing some form of IAG Some highly target driven; others more flexible and responsive to communities of interest Some coordination with regard to targeted responses across services for young people

5 Current Situation Connexions Service transition and retention support pre and post 16 and work with YP NEET Connexions Personal Advisers working as specialists in Targeted Support services; supporting young people with learning difficulties and disabilities looked after children, care leavers, young offenders, pregnant teenagers and young parents Early Intervention Team coordinated by Youth service with a multi agency team including Connexions Personal Advisers A range of prevention and early intervention activity delivered by different agencies including Health, Youth Service, Voluntary and Community Sector

6 Future -Early Intervention Grant Keeping track of young people's participation in education and training Providing targeted support to those who are not participating to help them to overcome any barriers that they face. Preventing crime and risky behaviours such as teenage pregnancy and substance misuse, particularly through intensive wrap-around support to address the underlying causes Providing activities and opportunities that support the personal and social development of young people to develop the qualities and skills needed for learning and employment

7 Process of Service Redesign June to September 2011 Undertake a needs assessment utilising a Vulnerability matrix to identify the breadth of needs Agree service priorities with schools and colleges and Prospects for September 2011 to June 2012 in relation to Careers guidance and targeted support September 2011 to June 2012 Transition plans in place with schools and colleges Transitions group led by DCS will develop a Business Case and Strategy for future services Service redesign to provide more integrated targeted support to “vulnerable“ young people July 2012 Revised “transitions and support service” in place Review business case and agree future procurement strategy
