6 EVOLUTION OF THE APPROACHES Evolution of the Approaches: 3.1 Components of the Approach 3.1.1 Planning launch This startup step of the process included:  The operation’s terms of reference;  Implementation of the institutional framework (decision-making, supervisory and execution bodies);  General orientation (detailed calendar, operational prerequisites, various constraints of the NSI Directorate);

7 EVOLUTION OF THE APPROACHES EVOLUTION OF THE APPROACHES: 3.1 Components of the Approach  3.1.2 Diagnostics  This consisted of:  Preparing a review of the existing situation (through a survey of producers, consumers and communicators);  Uncovering the strengths and weaknesses of the activities concerned;  Fixing strategic objectives;  Proposing scenarios on the target statistical production system (from the clear vision);

8 EVOLUTION OF THE APPROACHES EVOLUTION OF THE APPROACHES: 3.1 Components of the Approach 3.1.3. Development scenarios Three scenarios are proposed as classic hypotheses, i.e.:  High hypothesis synonymous with rapid development (requiring much imagination);  Medium hypothesis, called underlying (letting things happen without influencing their incidence);  Low hypothesis, called catastrophic or pessimist (affirming a development of constraints and therefore a rapid degradation of the initial situation).

9 EVOLUTION OF THE APPROACHES 3.1 Components of the Approach 3.1.4 Strategic and Operational Plans They result from the scenario chosen, which sets:  Strategic objectives (strategic positions);  Strategies (still general);  Operational objectives (measurable);  Actions (still grouped together, but identifiable);  Activities (which can go to the level of the major tasks).

10 EVOLUTION OF THE APPROACHES 3.1 Components of the Approach 3.1.5. Adoption of the Plan  Adoption of the plan seeks to make it official: ; incumbent on the decision-making body.  The actors through the institutional framework put in place (who will prepare, decide and benefit from, and the TFPs);  Planning approaches (participative, directive, bottom-up or top-down, etc.);  Method for estimating Plan costs (accounting budgeting, budgeting by activity, etc.).

12 EVOLUTION OF THE APPROACHES  1996-2000: Statistics Master Plan (SDS);  2001-2005: Statistics Master Plan (SDS);  2008-2010: National Strategy for the Development of Statistics (NSDS);  2009-2013: National Strategy for the Development of Statistics (NSDS);  2012-2015: National Strategy for the Development of Statistics (NSDS).

13 ASSESSMENT OF THE IMPLEMENTATION

14 Assessment of the Implementation  1996-2000: Statistics Master Plan (SDS):  Out of 17 large structural projects (intended to redo the NSS), only 5 were completely performed. Concerning the 13 large statistical operational projects (defined by statistical production sector), 7 were completely performed.

15 ASSESSMENT OF THE IMPLEMENTATION Assessment of the Implementation  2001-2005: Statistics Master Plan (SDS):  Only the restructuring of the NSI intervened with the implementation of a private type accounting and organisational structure set in 2001.

16 ASSESSMENT OF THE IMPLEMENTATION Assessment of the Implementation  2008-2010: National Strategy for the Development of Statistics (NSDS):  Only the draft law on statistics was passed by the Government and transmitted to Parliament.  2009-2013: National Strategy for the Development of Statistics (NSDS):  Nor was this one adopted by the Council of Ministers.

17 ASSESSMENT OF THE IMPLEMENTATION  2012-2015: National Strategy for Development of Statistics (NSDS):  The 2012-2015 NSDS is being implemented. Large files and operations and statistical work were performed or are being processed or performed:  The 2012 annual employment survey;

18 ASSESSMENT OF THE IMPLEMENTATION Assessment of the Implementation  The 2012-2015 NSDS – Production of several statistical directories (education, health, agriculture, etc.).  The national Statistical Law was voted;  The African Statistical Charter was ratified;  The Emergency Plan for Production of Basic Statistics (PU-PSB) is being completed;

19 ASSESSMENT OF THE IMPLEMENTATION  The 2012-2015 NSDS – Production of several statistical directories (Education, health, agriculture, etc.).  The national Statistical Law was voted;  The African Statistical Charter was ratified;  The Emergency Plan for Production of Basic Statistics (PU-PSB) is being completed;

20 ASSESSMENT OF THE IMPLEMENTATION  Assessment of the Implementation  2012-2015: NSDS  Technical, organizational and financial improvement of the NSI underway since August 2011;  The 4th Ivory Coast RGPH is in its final phase (counting finished by 14 June 2014),

21 ASSESSMENT OF THE IMPLEMENTATION  Assessment of the Implementation  2012-2015: NSDS  The 2013 Annual Employment and Child Labour Survey is being performed.  Preparation of the 2014 ENV  Etc.

22 CONSTRAINTS  In view of the above, we can be pleased with:  the significant improvement of the approach, the extension of actors and their implication, the involvement of the TFPs next to the State and others,  budgeting by activity with RBM and finally the insertion of the NSDS in the National Development Plan  Monitoring – evaluation of implementation.  There remains the question of timely and sufficient mobilisation of necessary human, material and financial resources that comply with the budget.

23 PERSPECTIVES  The NSDS are necessary and even indispensable to guarantee the production of current and reliable statistics in a health legal-social environment. The African Statistical Charter is the result of that.

24 PERSPECTIVES  However, useful improvements can be envisaged in the approach, the buildup, estimates of operational costs (Budget) as well as mobilisation of resources. They can cover: The approach and financing  The Approach  Pursuing the participative approach which takes into account decentralisation and completely integrates the development planning process.  Buildup  The popularisation of RBM and integration of accounting budgeting to facilitate expected budget allocations.

25 PERSPECTIVES  Financing  Implementation of sustainable statistical production development funds through the statistical tax envisaged in customs taxes by the Coloniser;  Mutualisation of costs.

26 Conclusion In conclusion, one can remember that:  The Ivory Coast has made progress on the road from the SDS to the NSDS, a difficult but promising road;  The road has finally resulted in being part of the NDP;  Nevertheless, there remains the question of mobilisation of human, material and financial resources;  These must now be treated in the context of the financing of the NDP;  Production of statistics based on administrative sources is the main orientation from the methodological point of view.
