Nominated & voted into position By Basic & Inter. partners but can be from any level partnership. Handles all information & data mgmt plus “coalition voice” responsibilities coalition office mgmt. Nominated & voted into position by Basic and Inter. partners but can be from any level partnership. Budgetary formation and mgmt of day-to-day expenses. This does NOT include Issue/A-Item/Agenda funds mgmt—Advanced Partners form that budget for Treasurer to implement into main budget. Offices are not part of the Coalition Engine Process – totally separate process

9 Coalition Mission The FLFFC was created to serve as a coalition of freshwater fishery organizations and anglers to protect our rights by providing representation in Florida government on pertinent issues that affect recreation and conservation. ________________________ End of Presentation __________________________

Partners Don’t Support Any Action as a Coalition Issue Already Has Proven to be a Non-Issue Conflicts Outweigh the Proposed Gains Issue Directly Hinders an Approved Issue Issue Is Illegal or Requires Questionable Actions Issue is Not an Florida Freshwater Fishery Issue These Issues will be published in order to establish the identity and character of the organization coalition and therefore provide partners and potential partners with one parameter that defines the scope of Issues Management. 13 Issues Management Process Approved Issues have a majority of partners involved with research and development of a Resolve Plan. Education of partner’s organizations is planned, which involves website distribution of materials and information A Financial Plan is formed to fund the Resolve Plan Potential Partners are lobbied to join coalition Government agencies are lobbied for involvement Scientific communities are lobbied for involvement Business communities are lobbied for involvement If no result is reached the Issue is presented for Action- Item polling and vote to start a more advanced level of coalition action, consisting of legal-action research and development resulting in a documented case formation. 14 Action-Item Management Process Action-Items’ research is presented for Legal Plan research and development Educational Plan is formed and implemented similar or the same as during Issues Management Process Financial Plan is formed to fund the Legal Plan Potential Partners are lobbied to join the coalition Government agencies are lobbied based on the coalition’s objectives and goals Scientific community is lobbied for advanced support Business community is lobbied for advanced support Legal community is contacted regarding Legal Plan in preparation to achieve legislative goal. 15 Legislative Agenda-Item Management Process Agenda Item researched to determine legal viability within the State legislature by all partner levels Agenda Item education is provided to coalition to gain broad base support – people and funds Financial Plan is tentatively formed Lobbying Plan is tentatively formed Agenda Order research, based on previous 4 steps All partner levels lobby partners in preparation of polling event.
