Antecedents n The HBS WG adopted the OECD-COICOP of 1993 as basic classification to break down the household consumption expenditure. n This classification is also used by the NA n In order to have greater detail, the HBS WG derived a new classification called COICOP-HBS n The last version of COICOP dated from 1997 n Most countries have derived new classifications from COICOP-HBS even more detailed for national purposes n A detailed analysis of these classifications shows some problems of harmonisation

4 Doc. 147/2003 - Slide 4 2. Objectives and scope 2.1.Objectives The aim of the TF was to investigate and possibly harmonise the details of the national adaptations of COICOP-HBS used by the countries of the HBS WG

Objectives, scope and working procedure 2.2.Scope The priority areas were “food”, “housing” and “financial services” (including insurance) From the following types of problems, only types 2 and 3 were analysed: n Different coding system and numbering n Omissions of categories in COICOP-HBS n Problems of classification leading to conflicts at the current level of detail of COICOP-HBS n Problems of classification leading to conflicts at the fifth level of detail of COICOP-HBS n Different level of desaggregation

6 Doc. 147/2003 - Slide 6 n Initial comparative table developed by Eurostat n Written contributions sent by D, FIN, P and UK n Additional contributions by the DAFNE project team and the PPP team of Eurostat n Meeting held in Luxembourg in June 2002 with the participation of experts from D, FIN, NL, P, SE, UK and ESTAT n A few problems required further consultation and were solved afterwards by e-mail communication 3. 12 Doc. 147/2003 - Slide 12 5. Summary The results of the TF work were a few limited proposals for improvement aiming at correcting some defects of the existing COICOP-HBS The improved COICOP-HBS is proposed to be used for the next round of HBS (ref.year 2005)
