Modalities for EU access to NATO capabilities and resources Berlin (1996) arrangements for WEU access to NATO capabilities NATO’s Washington Summit Nice Presidency Report, Annex VI- ties the planning procedure for EU-led operations with recourse to NATO’s assets and capabilities to Alliance’s operational planning Prague NATO Summit (Nov. 2002) and the Copenhagen European Council (Dec. 2002) endorse the Berlin Plus arrangements
