4 Legislative News Changes to the CBHE/Other Statewide Boards – SB 163 – Coordinating Board – HB 174 – UM Board of Curators and MSU Board of Governors – HB 848 – UM Board of Curators (Voting Student Member) Changes to A+ – HB 232 –Expansion to graduates of non- designated districts – Corresponding budget item

5 Legislative News Advanced Placement Grant – Monetary “bonus” for A+ and Access Missouri recipients – Passing score (3?) on at least two AP tests in mathematics or science – HB 231 and SB 265 Early High School Graduation Scholarship – SB 130 – Redirects portion of state aid from school district to scholarship (student by student)

6 Legislative News “Caring for Missourians” – HB 223 – Grants to institutions to expand nursing education opportunities – Funded from State Nursing Fund Missouri STEM Initiative – SB 164

7 State Budget – FY 2011 Revenue/Tax Receipts continue a positive trend – Year to date – up 6.2% – February – up 5% Last year for ARRA – stimulus/stabilization funds Cuts to Access and Bright Flight remain $3.5 million supplemental for A+ to ensure full funding

8 State Budget – FY 2012 Total State Spending – down 2.5% – Current revenue projections are in balance with this spending level State revenue (GR) projected to increase 4% No federal stimulus/stabilization funds remain – Requires substantial reduction in GR expenditures even with revenue growth 7% reduction for institutional operations Appropriation bills currently awaiting floor action in House

9 State Budget – FY 2012 Access Missouri – $64.8 million recommended $34 million state revenue (GR, Lottery, Gaming) $30 million MOHELA – Includes $2 million GR increase – Does not reflect loss of federal (LEAP/SLEAP) funds - $1.2M Bright Flight – $14.2 recommended – Includes $2 million increase

10 State Aid Programs Access Missouri – Mid-year adjustment to 48% of maximum Lower utilization of program than projected Release of “cost allocation plan” funds – 2011-12 estimated awards at statutory minimums Next review in May – after legislative actions and tax- related revisions to FAFSA Final award levels in August Mid-year adjustment, if needed, will not impact fall

11 State Aid Programs Bright Flight for 2011-12 – Estimated awards for top 3% - $1,500 – Estimated awards for top 4 th and 5 th - $0 – Adjustment likely during summer Appropriations process complete Estimated number of recipients – Continue to anticipate possible score changes for 2013 or 2014 ACT releases data in late August or September

12 State Aid Programs A+ – Scholarship transitioned to MDHE – New administrative rule adopted by CBHE Includes substantive changes for the future – Approximately 40 new high schools this fall – Expect full funding Wartime Veterans program – Only 5 applicants, 1 paid – Help spread the word

13 State Aid Programs Application Deadlines – Access Missouri FAFSA Filed by April 1 Corrections by July 31 – Kids’ Chance – April 30 (FAFSA and paper application) – MUELP – June 1 – Ross-Barnett – August 1

14 Administrative Rules Access Missouri and Bright Flight – Rules amended to reflect statutory changes – Expected effective date in June A+ and Minority and Underrepresented Environmental Literacy Program – Published in Mo. Register – April 1 – Starts 30 day public comment period – Expected effective date in August or September

15 College Access Challenge Grant Federal multi-year grant to states to improve college access and persistence. Single year grants extending through 2015 Recently awarded third cycle grants Program includes “maintenance of effort” requirement

16 College Access Challenge Grant Second Cycle Highlights – 28,000 students and families received information about postsecondary education – 10,000 students received FAFSA or related assistance – 700 counselors participated in activities – Second Annual Statewide “Focus on Missouri” Conference with over 300 registrants

17 College Access Challenge Grant Third Cycle Highlights – Awarded sub-grants totaling $1.7 million to 20 organizations – Potential for 80,000 low-income students directly impacted through sub-grant recipients – Supporting FAFSA Frenzy – Developing a statewide college access network

18 FAMOUS Completing rewrite/redesign of MDHE interface – Move system to current technology platform – Implement needed fixes and enhancements – Student portal delayed but still planned A+ incorporation under way, effective for summer 2011 User manual updates coming based on these changes

19 Default Prevention Grants Invitation letters will be sent: – before the end of March – to all Missouri postsecondary institutions participating in federal student loan programs – to institution’s president and financial aid director Letter of intent to apply will be due to the MDHE 4/15/11 Proposals will be due to the MDHE 5/16/11 Grants to be awarded competitively for 2011-12 – Awards to top 28 scoring proposals

20 Upcoming Event Dates Default Prevention meetings: – May 11 for all current DP Grant schools – May 12 for all Missouri institutions – More information available within the MDHE Digest online Spring beginner financial aid training: – Live webinar format – April 7 – To register, visit dhe.mo.gov

21 MDHE Outreach Activities For 2010-11 (year to date), the MDHE: – Staffed 162 events – Reached 26,974 people – Distributed more than 70,000 pieces of information FAFSA Frenzy very successful for 2011 – The Early Awareness Committee provided full details during yesterday’s business meeting – 2012 event hosting application will be available in April or early May
