3 2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: What are we voting on?  A: Residents in the Grandview C-4 School District are voting on a $7 million dollar no-tax-increase general obligation bond issue for the purpose of completing renovation, remodeling and repair improvements to existing school buildings. Grandview Middle School gymnasium bleacher replacement project. Funded by the 2007 Bond Issue and completed in 2010. 3

4 2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: What is a bond issue?  A: A bond is an authorization for a school district to go into debt and to establish a tax rate to pay off debt over time.  Q: What is the difference between a bond and an operating levy?  A: The operating levy is the tax rate for general operating purposes. The bond levy pays for capital projects, like building improvements and equipment. A bond levy may not be used for regular operational costs like salaries or supplies. 4

6 2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: Why is the Board putting a bond issue on the ballot this year?  A: The district does not have the authority to issue additional bonds at this time. Funds are needed to renovate our existing facilities (most buildings are over 40 years old) to continue to provide an environment conducive to learning. Martin City K-8 School office carpet project. 7 2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: What would the bond issue pay for?  A: Initial improvement suggestions include such areas as heating, ventilation and air conditioning improvements, roof repairs and replacements where necessary, classroom renovations, parking lot improvements and window replacements. 9 2011 No-Tax-Increase Bond Issue Questions And Answers:  Q: Would this $7 million bond issue require a tax increase?  A: No. This is a no-tax-increase bond: therefore, it will not affect tax rates. 10 2011 No-Tax-Increase Bond Issue Questions And Answers: Q: How is it possible to issue bonds without a tax increase?  A: Based upon conservative projected growth rates and good financial management, Grandview C-4 has the present and future capacity to support a bond issue without raising taxes. A portion of this bond issue may include Qualified Zone Academy Bonds (QZAB), subject to approval by the Missouri Department of Elementary and Secondary Education (DESE). Qualified Zone Academy Bonds offer significant interest savings. Since 1997, Grandview C-4 has achieved nearly $6 million in interest savings with the use of the QZAB program. 10
