5 What is a Neighbourhood Plan? O Localism Act 2011 introduced new rights & powers to allow local communities to shape new development by preparing neighbourhood plans. O Prepared by parish councils on behalf of & with the local community. O Finished product would be a document setting out what the local community wants future development to look like.

6 Local context O Leeds City Council needs to find land for about 70,000 new homes O Thorner NP will need to conform with Leeds ‘Core Strategy’ & national planning policy O Major development not expected in Thorner – not sustainable

7 Why have a Neighbourhood Plan? O Opportunity for local community to shape future development O Will be legally binding on planning officers when considering planning applications – previous plans have been advisory only O Areas with a NP can receive money for each new property built, which can be used for the benefit of the community

8 What could the Plan include? O Local housing need – e.g. affordable housing, housing for older people O Design principles – to preserve the village character O Proposed sites for development O Specify areas to be protected from development, e.g. green spaces & footpaths O Plans for community facilities & leisure areas

9 What CAN’T the Neighbourhood Plan do? O Stop development – it means the community can shape development, not prevent it from happening O Contravene national planning policy – couldn’t build large supermarket - unsustainable

10 How do we develop the Neighbourhood Plan? O Neighbourhood area designated √ O Set up steering group of local volunteers O Community engagement O Prepare the plan in consultation with community O LCC check for legal compliance O Six week consultation period O Checked by independent examiner O Referendum O NP adopted by LCC

11 What next? O Recruit more volunteers for steering group O Initial community engagement: review Village Design Statement gauge community’s vision for Thorner O Apply for funding O Get support from Leeds City Council O Aim to complete plan by early 2015
