2. Setup of SMS Service The SMS service was created as an idea to utilize the existing technology in Kenya. The current population of mobile phone users in Kenya is about 22 million. 3. Development of Database The database was carefully developed in- house by the ICT team. Data was extracted and set in an easy to access manner. Various indicators were carefully selected.
