6 Dr C Svanfeldt; DG RTD K2; October 6, 2003 6 Support for the coherent development of policies (Science & Technology) Foresight l Thinking the future è Identifying today’s RTDI priorities on the basis of scenarios of future developments in science and technology, society and economy. l Debating the future è A participative process involving many and different stakeholders (public authorities, industry, research organisations, non- governmental organisations, etc.) l Shaping the future è Identifying possible futures, imagining desirable futures, and defining strategies. Results are fed into public decision-making but also help participants themselves to develop or adjust their strategies.

7 Dr C Svanfeldt; DG RTD K2; October 6, 2003 7 Support for the coherent development of policies Regional Foresight - why? l Regions an important political arena è New role for the regions: uERA uEnlargement & new neighbour states/regions uthe global economy manifest itself at the regional level è New Governance udemocratising expertise unew roles for the actors udecentralisation / subsidiarity l Regional foresight activities è provide guidance to policy-makers from both public & private sectors è supports the development of the ERA è Link regional activities with national efforts (national foresights!) & European policy è Strengthen the regional identity - both inwards & outwards è create readiness for change & adaptability

10 Dr C Svanfeldt; DG RTD K2; October 6, 2003 10 Support for the coherent development of policies The Commission supports the use of regional foresight l Different actions l Different DGs (RTD, Regio, Enterprise, …) l The 3% action plan “Establish a mutual learning platform to help regions in the further development of their research strategies, taking into account their specific situation and needs. Building on existing activities, the platform will be supported notably by the development of a typology of regions, a methodology for the comparative assessment of regional performance, and specific actions to promote the use of science and technology foresight at regional level” [“Investing in research: an action plan for Europe” Communication from the Commission (COM(2003) 226, 30.4.2003)].

11 Dr C Svanfeldt; DG RTD K2; October 6, 2003 11 Support for the coherent development of policies Science and Technology Foresight; links with the IPTS (DG RTD unit K2) l Promote a European Area for Foresight è Interconnect and support TF activities at European, national and regional level, in close co-operation with all related actors in Europe l Internal think tank activities è Provide input to EU research and innovation (RTDI) policy development l Implement projects in support of RTDI policy & foresight development è in FP5: STRATA; FP6: Foresight Knowledge Sharing Platform) è Promote foresight co-operation in support of the ERA

12 Dr C Svanfeldt; DG RTD K2; October 6, 2003 12 Support for the coherent development of policies What we are trying to promote l Develop strategic knowledge and capacity in Europe, and contribute to global institutional landscape l Increase synergies: develop and use platforms and networks to disseminate and integrate results from different levels and sectors l Develop technical tools and societal processes for an efficient use and improved policy impacts l Create forward thinking culture in society as a whole, adapt education & training, improve awareness building l Develop joint / complementary activities on common-interest topics

14 Dr C Svanfeldt; DG RTD K2; October 6, 2003 14 Support for the coherent development of policies European Foresight Knowledge Sharing platform (FP6) l Monitoring & analysis of, & reporting on, (S&T) Foresight activities at regional, national & European level l Mobilising foresight knowledge around key EU-relevant issues l Focus on shared use of results & knowledge produced by foresight initiatives at all levels è supporting forward-looking & coherent RTDI policy-making in Europe è exchange of good practice & methodological tools l Activities designed and implemented in close co-ordination with the direct actions of the JRC IPTS (Joint Research Centres’ Institute for Prospective Technological Studies, Sevilla, Spain)
