Module 5 will give an overview of your responsibility in the Incident Management Arena Module 4

3 Definitions Traffic Incident
Any non recurring event that causes capacity reduction or increased demand Any Body? What is a Non recurring event? Non recurring events s are those that don’t happen at the same time or at the same location every day. Module 4

4 Definitions Traffic Incident Management
The organized and cooperative effort of multiple agencies to detect, verify, respond to and manage the scene, manage traffic, provide traveler information, and clear the incident As Road Rangers you are: A vital element of this cooperative effort. The skills and knowledge you bring to this area will certainly help in keeping you and other responders safe and help decrease the event secondary crashes ocurring. Module 4

5 Why Incident Management?
% of crashes are secondary to earlier incidents Significant Incident responder injuries are 59% of law enforcement casualties About 60% of congestion is caused by incidents These numbers are scary. That is why so much emphasis is now being put on managing the incidents that happen everyday on our roadways. Module 4

7 Roles and Responsibilities
Law Enforcement Fire/Rescue, Hazardous Materials Emergency Medical Services Transportation Agencies Towing and Recovery Providers Media and Information Services Coroners/Medical Examiners A lot of roles and responsibilities in this effort. Number 4, the Transportation Agencies is where you fall. The mission of the DOT is to “move traffic safely and efficiently across our state.” This is the reason for a cooperative effort of all responders is needed. Module 4

People: Response Teams, Multi Agency Training Infrastructure and Operations: Detection, Verification, and Motorist Information Service Patrols Post Incident Debriefings As you can see Service Patrols are considered a major player. Module 4

Service Patrols in U.S. One of the most effective elements of an Incident Management Program Service Patrols are one of the most effective elements of the traffic incident management program, mainly because you are out there and in most cases are the first responder. The program in Florida is 100% positive. Module 4

12 Road Ranger Objectives In Incident Management
Locate incidents Minimize incident duration Restore full capacity to roadway Reduce risk of secondary incidents Provide Buffer of Safety for Responder Expand on each Locating the incident is not a problem because we are a roving patrol. Assist the law enforcement to help minimize incident duration restore the roadway back to full capacity which will help with the reduction of secondary crashes while providing that buffer of safety to other responders. Module 4

13 TMC Operator Objectives In Incident Management
Locate/verify incidents on CCTV Dispatch Road Rangers Notify Emergency Response Agencies Disseminate Real-time Information Expand on each Locating the incident is not a problem because we are a roving patrol. Assist the law enforcement to help minimize incident duration restore the roadway back to full capacity which will help with the reduction of secondary crashes while providing that buffer of safety to other responders. Module 4

14 Road Rangers Function/Duties
Primary: Rove selected roadways and assist the disabled or stranded motorist. All the work in incident management does not diminish the primary role of the Road Ranger which is : Module 4

15 Road Rangers Function/Duties
Secondary: Provide assistance to law enforcement and other responders during incidents by providing scene safety with temporary MOT and use of vehicular mounted changeable message signs and arrow boards. When called upon or when it happens the role can change: Module 4

16 Traffic Impact Levels Level 1: Impact to traveled roadway is estimated to be less than 30 mins. with lane blockage. Level 2: Impact to traveled roadway is estimated to be more than 30 mins. But less than 2 hrs. with lane blockages, but not full closure of the roadway Level 3: Impact to the traveled roadway is estimated to be more than 2 hrs. or the roadway is fully closed in any direction These levels of traffic Impact in time. Levels one and two are the levels the Road Rangers should be concerned with. Level 3 should be installed by MOT contractor or DOT Will be discussed further in Module 12 MOT. 17 7 Points for Effectiveness
Regular Meetings w/Co-workers Become Road Familiar/Observe Surroundings Know Your Vehicle’s Capabilities Meet and Know The Responders Have Contingency Plans in Place Training Prudent Risks/Make Site Safer Than When You Arrived Assisting with Incident Management is an important job. These are some of the points that will help you be better at it. Module 4
