3 PM2.5 Hotspot Analysis now required for Non-exempt projects with ADT>125,000 AND 8% diesels (was >87,500 ADT AND 7,000 diesels)- based on USEPA guidance (see PM2.5 flow chart online) Projects not exempt under 40CFR93.126 but do not require a hotspot analysis- PM2.5 Conformity Determination approval letter required from FHWA. Coordination with USEPA and OEPA required prior to FHWA. MOVES2010 approved for regional air quality analysis- Required by March 2012 MOVES2010 for project level hotspot analysis? 12 The number of required noise readings were reduced (max of 2 in front row and 1 in second row) Noise readings are not required for a Final Noise Analysis (unless noise env changed) The Final Noise Analysis will include barrier design information such as top of wall elevations, bottom of wall elevations, distance offset from roadway centerline, barrier heights, and wall stationing every 100'. 13 Transparent noise barriers that qualify for federal funding must be approved by the OES Administrator and Deputy Director of the Division of Transportation Systems Development, Central Office. Noise public involvement is typically conducted after the Preliminary Noise Analysis or Final Noise Analysis is prepared and approved. 14 A majority (51% or greater) of front row receivers desiring the noise wall should be achieved for the abatement to be constructed. A low response rate (<35%) from the adjacent property owners is considered to demonstrate a lack of interest in getting noise abatement and may result in no noise abatement for the area. 15 If a low response rate is received from the first mailed noise survey, a resurvey should be conducted. Property owners will have a deciding viewpoint for or against a noise wall (not rentors). (future ODOT policy- needs FHWA approval) The results of the noise public involvement (Noise PI Summary) must be reviewed and written recommendations made by the project team on whether or not to construct the noise wall(s), prior to any design activity.
