City of Hubbard Transportation System Plan Update April 25, 2012

Project Overview & Financially Constrained Project List

Summary of Deficiencies 1999 TSP does not address UGB expansion areas Many streets dont meet existing design standards Railroad crossing issues High crash rates on OR 99E Three intersections do not meet ODOT standards in the 2035 No-Build Scenario Meets performance target Does not meet target

Recommended Alternative Improvements Includes all pedestrian and bike projects identified in TM#3 (not cost constrained) Refined cost estimates (including right-of-way)

Summary of OR 99E Alternatives 1.Extend the 3-lane cross section –D Street and G Street intersections dont meet standards –Queues exceed available storage at D Street, G Street, and J Street 2.Extend the 3-lane cross section & add signal at G Street –Signal warrants and spacing standards not met 3.Construct a 5-lane cross section throughout Hubbard –All intersections meet standards and no queuing issues –Inadequate right-of-way and funding 4.Extend the 3-lane section. Construct 5-lanes between D & G –All intersections meet standards and no queuing issues 5.Extend 3-lane section. Construct southbound right- turn/through lane between A & J Street. –All intersections meet standards and no queuing issues

Financially Constrained Alternative - Roads Interim improvements needed to meet ODOT mobility standard

Financially Constrained Alternative - Bikes Survey results –Mixed support for bicycle facilities –Bike lanes on OR 99E are a priority Removed all bike projects except Highway 99E bike lanes to free funds for sidewalk improvements

Financially Constrained Alternative - Sidewalks OR 99E, D Street, 3 rd Street sidewalks 7 th Street, G Street, J Street, and 5 th Street sidewalks Mill Creek Trail OR 99E crossing improvements at A Street –State Traffic Engineer approval needed once part of funded project Railroad crossing improvements –Engineering study to assess grade issues –Construct sidewalks on both sides of road (5 feet from signal arms) –Potential additional costs based on study results and coordination with ODOT Rail and Union Pacific

Financially Constrained Alternative - Sidewalks

Policy and Code Amendments

Future Street Plan New collectors –G Street –10 th Street –A Street –Dunn Road –Painter Loop –1999 TSP Loop Road –New UGB Streets Local street grid in UGB expansion areas

Proposed Street Design Standards (Reflects Downtown Revitalization Plan Recommendations)

Proposed Street Design Standards (Reflects Downtown Revitalization Plan Recommendations) (Same as Existing Standard)

Proposed Street Design Standards

Example Crossover Easement Process

Transportation Financing Program

Financially Constrained Alternative Forecast Funding Amount (primarily non-discretionary formula, grant, and SDC funding)

Proposed TSDC Policy Changes Add Bicycle and Pedestrian Facilities to the TSDC Use Person Trip and Vehicle Trip Factors Maintain Similar Method of Allocating TSDCs among Res. And Non-Res. Land Use Types (as in Prior Methodology) Keep Current Exemption Policies & Escalation Policies Unchanged
