10 National Communications Commission 9 NCC Operation (1/4) Legal Framework Organization Act : explicitly provides NCC’s responsibilities & relevant operating rules Telecommunications Act Radio & TV Broadcasting Act defines the principles for the division of responsibilities between NCC and the Executive Branch sets common regulatory principles for communications services Fundamental Communications Act NCC Organization Act Substantive Laws: explicitly provide regulation over communication & broadcasting businesses

11 National Communications Commission 10 NCC Operation (2/4)  NCC is separated from the Executive Branch with a total number of 13 full-time Commissioners serving a 3-year term.  Its Chairman and 2 Vice-Chairmen are elected by Commissioners themselves.  The Commissioners supervise all NCC activities, delegating responsibilities to supporting offices and operating departments.  Commission’s Decisions:  Collegiate system  Resolutions on the matters discussed shall be passed by agreement of a majority of the Commissioners.  If any commissioner has a concurring opinion or dissenting opinion concerning the resolutions of a Commission Meeting, he/she may request to attach such opinion in the meeting record, to be published as reference.

15 National Communications Commission 14 Planning Process  Statutory Basis  Duties and mission defined in the Fundamental Communications Act and the Organization Act of National Communications Commission.  Taking into the mission themes of the NCC and the statutory requirement of performance assessment. NCC set forth its objectives and the vision to operate.  NCC’s Vision  establishing a sound developed communications environment with high-quality content, digital convergence and fair competition.
