5 Key Careers Clauses in the Education Bill 2011 The Bill proposes: removal September 2012The removal of the statutory requirement to provide careers education for Y7-11 with effect from September 2012 new duty on schoolsindependent impartialY9-11 September 2012includesA new duty on schools to secure independent and impartial careers guidance for Y9-11 with effect from September 2012. The duty includes providing information on 16-18 education or training options, including Apprenticeships

6 Education Bill 2011 : CEG new statutory duty September 2012independent Years 9-11Schools will have a new statutory duty from September 2012 to secure independent careers guidance for pupils in Years 9-11 (consultation on extending the duty down to Year 8 and up to Year 13) –‘careers guidance’ –‘careers guidance’ is defined as impartial, including information on options in 16-18 learning and in the best interests of the pupils –‘independent’ other than those –‘independent’ is defined as provided by persons other than those employed at / by the school

Youth ConnexionsYouth Connexions must continue to track and record activity and non-activity (NEET 16-18) as prescribed by the Management Information Requirement Client Caseload Information System (CCIS) Connexions-Direct, the Government's helpline for young people migrated to the Direct-Gov website and became a careers helpline with the same number as the Next Step helpline for adults (September 2011). will be subject to the new careers guidance dutyThe Department announced in March that academies will be subject to the new careers guidance duty through their funding agreements.

13 Quality statutory guidance  The statutory guidance will contain a clear description of the quality standard for careers guidance for schools in commissioning independent advice and support matrix quality standard April 2013  The NCS will be required to meet the matrix quality standard and all providers involved in the service will be expected to be accredited to the standard by April 2013. online register April 2012  The ‘new’ Careers Professional Alliance (CPA) aims to increase the professionalism of those working in career guidance by introducing an online register for members who have reached a level 6 qualification.. This will be available from April 2012

The ‘new’ Ofsted framework January 2012The ‘new’ Ofsted framework which takes effect in January 2012 includes a descriptor for the overall effectiveness of a school. must take into account needs of SEN pupils SMSC progressiondestinations when they leave schoolWhen judging the quality of education provided in the school, inspectors must take into account the four main judgements and in addition must consider meeting the needs of SEN pupils, the promotion of SMSC (spiritual, social, cultural and moral development) and the progression and destinations of pupils when they leave school.

NCSYouth ConnexionsThere will be a range of providers of careers guidance (NCS including Youth Connexions, private providers, individuals, etc.) Raising of the Participation Age (RPA) age of 17 by 201318 by 2015 this autumn careers guidance for Y8-13 commencement in September 2012.In view of the Raising of the Participation Age (RPA) up to the age of 17 by 2013 and 18 by 2015, a consultation is taking place this autumn on extending the duty on schools to secure independent and impartial careers guidance for Y8-13 with the view to commencement in September 2012.
