1 Objectives The objective is to undertake a Somali Joint Needs Assessment and develop a Recovery Framework (JNA&RF) –Co-led by United Nations & World Bank –Owned by national leaders and stakeholders –Covering 2006-2010

2 Draft Vision Establish peace, security and respect for human rights Establish democratic institutions, good governance, and rule of law Achieve a sharp reduction in poverty and reverse regression in attaining the MDGs Strengthen a vibrant market economy Expand employment opportunities Deepen engagement CSOs/NGOs

3 OPPORTUNITIES Governance, economic and social situation continue to improve in many areas Continuing stability in the north and formation of TFIs provides renewed possibility for peace and stability Active civil society, NGOs and community-based organizations Dynamic private sector in key sectors of economy International community supporting peace process and providing assistance Strong and engaged Diaspora

4 CHALLENGES Poverty – general regression versus the Millennium Development Goals Fragility of peace, human rights violations Limited/absence of government capacity Very high unemployment Large number of displaced persons Environmental degradation Lack of social services and infrastructure Limited diversity in productive sectors

5 GUIDING PRINCIPLES Respect regional diversity Somali institutions, at different levels, to take full ownership Capacity building and institutional development are critical Adopt a conflict analysis framework Draw on existing private sector and community- based initiatives Achieve visible results as quickly as possible
