IEEE Systems Council Technical Operations Current Status and Future Opportunities Theodora Saunders VP, Technical Operations

IEEE Systems Council l Technical Operations Scope l Provide planning, alignment and direction for an effective execution of the council’s technical activities

IEEE Systems Council Technical Operations Scope Conference Technical Panels/ Committees Collaborations Distinguished Lectures Tactical Plan Identify opportunities that can be implemented within the next 6-12 months

IEEE Systems Council l Current Status l Yearly Systems Conference l Future Opportunities l Additional Special Focus Conferences/Workshops l Environment, Safety, and Occupational Health (ESOH) Tactical Opportunity We may be able to put together a ESOP workshop In Fall 2010; Explore potential collaborations

IEEE Systems Council l Current Status l No Active TPs/TCs l Future Opportunities l Establish Technical Panels to address specific issues l SE Standards, DIDs, CDRLs, Capability Models, l SE Effectiveness l Performance Metrics l SE Practitioners l SE Competency Levels l Training, Certification Tactical Opportunity SEMP; Data Management Spring 2010 and Fall 2010 ; Explore potential collaborations

IEEE Systems Council l New AES Aerospace Workforce TP (Draft Operating Plan Completed) l Encourage a dialogue and collaboration with the Government, Industry and Academia to identify and implement strategies to support the Recruitment, Development, and Retaining of engineering talent in the aerospace industry l Potential collaborations with Industry, Government, Academia, IEEE,IEEE USA, Sys Council, Non IEEE Professional Societies Tactical Opportunity: Sys Council key participant in this TP Explore the opportunity for a workshop during the Sys Council Conference? A kick-off meeting for the TP is planned during AES Spring or Fall BoG Meeting

IEEE Systems Council l Current Status l Identified Collaborations With l IEEE participating societies l Non IEEE Societies (INCOSE, Stevens Institute Of Technology) l Future Opportunities l Potential collaboration with UNH to Validate Undergraduate SE degree model l SE Body Of Knowledge Tactical Plan: Sys Council Action Plan to Implement Collaborations

IEEE Systems Council l Current Status l Developed 3 New DLs for both the AES and Sys Councils l The Urgency for System Engineering Education l Practical Considerations for Effective Systems Engineering l Competency Development for Systems Engineering Practitioners l Future Opportunities l Identify Additional DLs l Technical SE Process l Project Management Tactical Opportunity: Perform Peer Review of the current DLs; Spring 2010; Potential Collaboration: The Large Scale Systems Engineering (AES TP)

IEEE Systems Council l AES Systems Engineering Relevant DLs l The Urgency for System Engineering Education l Lecture addresses the urgency for developing systems engineering practitioners capable of meeting the 21st century challenges in the Aerospace industry l A synergistic and collaborative approach among Government, Academia and Industry is being proposed l Practical Considerations for Effective Systems Engineering l Lecture provides practical guidance for key systems engineering processes including requirements development and management, project planning and management l Emphasis is given in the development and utilization of the Systems Engineering Management Plan (SEMP) to manage the overall project technical effort.

IEEE Systems Council l AES Systems Engineering Relevant DLs l Competency Development for Systems Engineering Practitioners l Systems engineering is implemented through practitioners whose individual and collective work and knowledge are critical factors having a great impact in the effectiveness of the systems engineering process l Often systems engineers are assigned to project roles which are either ill defined or they require higher competency and experiential knowledge l Lecture discusses the importance of establishing a systems engineering competency framework with clearly defined outcomes and corresponding rewards l An integrated framework is suggested that best aligns systems engineering competency levels with management types to address both strategic and tactical organizational needs Tactical Opportunity: Identify Potential Collaborations for DLs beyond AES (See Next Page)

IEEE Systems Council l Microwave Theory & Techniques Proposed Collaborations with Sys Council 1. Republishing selected System Council articles, of interest to MTT members, in the MTT-S Microwave Magazine 2. Coordinate Distinguished Lecturer programs between MTT-S and System Council 3. Facilitate establishment of joint chapters (MTT-S and SC)

IEEE Systems Council l Oceanic Engineering Proposed Collaborations with Sys Council 1. Need to develop a IEEE System Council common definition for "System of Systems" and explore how this field applies to all of the other participating societies. This definition should then be posted on our web site 2. When Collaboration Opportunity Priority 1 is complete, then need to formulate an IEEE common set of "System of Systems" guidelines, methodologies, practices, standards, and tools that could be utilized by all of the other societies participating in the IEEE Systems Council 3. When Collaboration Opportunity Priority 2 is complete, then need to begin development of an IEEE standard which addresses "System of Systems", similar to IEEE Std. 1220 - 2005 (Standard for Application and Management of the Systems Engineering Process). This IEEE standard would be developed in concert with the IEEE Standards Association (SA) could then be used internationally

IEEE Systems Council l Instr. and Meas. Society (IMS) Proposed Collaborations with Sys Council 1. Write an IEEE book on Measurement Systems, jointly edited/authored by experts in both fields(could be a multi-author multi-chapter book or a university-level course book with exercises and so on). IMS has an AdHoc Education Committee, chaired by Shreekanth Manadayam, that can follow this project 2. The Instrumentation and Measurement Magazine could publish an issue containing some good survey papers that cover the system level dimension of measurement systems and can trigger some new scientific activity and related papers. This topic would be probably perfect for a regular or almost-regular column on the magazine 3. Co-organize a special session on joint interest topics (measurement systems/quality management systems/...) within I2MTC, the major IEEE IMS international conference

IEEE Systems Council Tactical Opportunity: Finalize Plan, Identify Human Resources IMS Proposed Collaborations with Sys Council Draft Plan

IEEE Systems Council l Other Initiatives and Opportunities for Collaborations l Focused Workshops l System Architecture l System-Level Risk Management l Understanding and Predicting Systems Behavior l System of Systems l Systems Engineering For Small Systems l Forums l Systems Approach to Infrastructure Protection l Systems Thinking for Effective Epidemiology l Systems Thinking for Effective Business Decisions

IEEE Systems Council l Other Initiatives and Opportunities for Collaborations l Technical Focus Integration Committee (s) l Critical Infrastructure l Communications l Disaster/Emergency Response l Health Care/Medical Informatics l Power l Telecommunications l Transportation

IEEE Systems Council l "Objectives are not fate; they are direction. They are not commands; they are commitments. They do not determine the future; they are means to mobilize the resources and energies of the business for the making of the future." l Unless commitment is made, there are only promises and hopes... but no plans Peter Drucker I need Your Support and Commitment To Finalize and Execute The Proposed Plans
