NSC REVERSE PROJECT How NSC Became Involved with Reverse Transfer

NSC REVERSE PROJECT Invited to participate in RT meeting at 2013 AACRAO Proposal by AAU Registrars subcommittee, Spring 2013 NSC response submitted with 3 phase approach, Summer 2013 Search for funding began, Fall 2013 Funding sources for Phase I identified, Winter 2014 Development of Phase I began, Summer of 2014 Lumina Grant Proposal for part of Phase II Awarded, Fall 2014 First Phase generally available July 1, 2015

NSC REVERSE PROJECT Policy Objectives 1)Increase associate degree attainment for students 2)Ensure that all eligible students have the opportunity to be awarded a first associate degree that reflects their educational efforts and allows them to compete more successfully in other academic arenas and the workforce 3)Create a standardized, streamlined, technologically enhanced process that will assist four-year and two-year institutions in transferring student credits more efficiently, securely, and successfully 4)Leverage existing infrastructure with a trusted partner by taking a national approach to facilitate the reverse transfer processes

NSC REVERSE PROJECT How many students could RT potentially impact?

NSC REVERSE PROJECT

Some College No Degree State Transfer Patterns for North Carolina Total Cohort – 126,329 Total Enrolling in Other States – 10,159 Total Enrolling from Other States – 12,768

NSC REVERSE PROJECT Student Loan Default Rates Defaults are concentrated among the millions of students who drop out without a degree, and they tend to have smaller debts. That is where the serious problem with student debt is. Students who attended a two- or four-year college without earning a degree are struggling to find well-paying work to pay off the debt they accumulated. Susan Dynarsky, TheUpshot, NYT, Aug. 31, 2015

NSC REVERSE PROJECT Less Student Debt, Higher Default Rates Students with less student debt are least likely to pay back their loans, because many do not have jobs that pay well. $1,000 to $5,00034% $5,000 to $10,00029% $10,000 to $25,00024% $25,000 to $50,00021% $50,000 to $100,00021% more than $100,00018% Among graduate and undergraduate borrowers who left school in 2009, share who defaulted by 2014. 12 NSC REVERSE PROJECT Reverse Transfer Project Overview

NSC REVERSE PROJECT Phase 1Facilitates the submission of files from the Host Institution, notification of Degree Granting Institution(s) and downloading of files by DGI(s) Projected Completion: July 2015 Status: Generally Available Phase 2Creates a Student Data Mart at NSC which allows for cross checking of all student data held by NSC and provides mobile student access to all their data including who has accessed it and for what purpose Status: Divided into 3 Stages, Stage 1 development began in Feb 2015 Stage 1Scaling (infrastructure) to support national level solution Stage 2Development of Student Data Mart Stage 3Development of Student Portal and completion of infrastructure scaling

NSC REVERSE PROJECT Phase 3Provides the ability to do pre degree audits prior to notifying DGIs of file presence Status: Still in concept phase of development but possible approaches are: Develop degree audit functionality from scratch Leverage existing software in the market that has already been developed for this purpose * Service provided at No Cost to Participating Institutions

NSC REVERSE PROJECT Present Covers inter-state transfers Can cover transfers to private institutions Better informed performance based funding models Better informed understanding of the correlation of and effect of federal and state dollars on pathways to the workforce Improved baseline analytics to help inform the progression story Large reductions in work burdens to deliver a great first result to the benefit of students and schools.

NSC REVERSE PROJECT Future Enabling the education pathway continuum Is it just about associates degrees? 4year school stop outs are being left out Near completers Pathways to the next transition Other areas of possible support through the platform Veterans Eligibility and Certification Accreditation Outcomes research
