3 1- Project description Period: 4 years (2009- 2013) Target areas: Preah Vihea & Kratie provinces Budget: US$ 3,279,350 Donors: LCDF, UNDP, RGC 3

4 Project objective and outcomes: Objective: Reduce vulnerability of Cambodia’s agriculture sector to climate-induced changes in water resources availability. Outcomes: 1) Capacity development of local institutions in CC mainstreaming. 2)Demonstration of appropriate CC adaptation options. 3) Lesson learnt, best practices & policy implications. 4

6 3- Project features First Agriculture and Water project designed under NAPA. Use government decentralized and de-concentrated structures. Under an sector-approach’s angle. Guidance at national level, implementation at sub national level. Use government decentralized local planning process in mainstreaming Climate change. Growing importance of Gender. Integrated approach: Agriculture, Water and Gender. Partnership with RULIP an IFAD supported project. Community mobilization.

7 4- Mainstreaming CC in the Local Planning Process Preparation of C/S Investment Projects 2 District Integration Workshop 3 Approval of C/S Investment Program 4 M& E on CIP Implementation 5 Cycle of C/S Investment Program Reviewing the Problem Or Needs with Citizens 1 -Awareness campaign on CC -Vulnerability Reduction Assessment (VRA) Propose adaptive measures in the C/S investment in an integrated approach Assist in listing the proposed investment projects

8 5- Challenges The cross cutting nature of CC and the multi sector approach require close coordination. Structural changes under the National Programme for Democratic Development at sub- national level (NP SNDD). Limited partnership with others the service providers from others sectors. Limited/insufficient financing facilities to meet the needs identified by the VRA. Capacity of the SNAs and the public institutions. 9

9 6- Opportunities… Improve the capacity of the public institutions in delivering services: social mobilization, advisory roles, service delivery, Monitoring and Evaluation. Widen the range of others service providers: NGOS, private sector, Farmer Organizations… Institutionalize climate change proven methodologies/tools e.g. VRA… Develop list of adaptive measures by the line ministries with associated costs. 10

10 6- Opportunities (continued) Deal with disaster and climate change adaptation with a territorial approach. Engage Sub-National Administrations in funds mobilization at national and sub- national level. Diversify and innovate the Financing facilities at the sub-national level in compliment with the Commune/Sangkat funds e.g. co- financing (with national budget, NGOs funds and private sector), sponsorship… Pilot Disaster and Climate Change financing facilities at national and global level that are directly accessible by the Sub-National Administrations and to the service providers.
