Continuous Improvement and Focused Monitoring System Results: An opportunity for OSEP and States, along with critical stakeholders and technical assistance providers, to work collaboratively to improve results. Verification: OSEP conducts on-site verification of the effectiveness of critical State systems (monitoring, data collection and analysis, and finance). Verification -General supervision --Financial systems Results All States submit State Performance Plans (SPPs) that focus on critical performance and compliance indicators and include measurable and rigorous targets and improvement activities. States submit Annual Performance Reports (APRs) to report their progress in meeting the targets. Critical Aspects of the CIFM System Stakeholders are involved with all components of the system. IDEA technical assistance resources are designed to support State improvement. Communities of Practice are available in critical performance areas. States are held accountable for improved performance and compliance. Enforcement is used when compliance is not achieved in a reasonable timeframe.

5. Purposes of Verification Determining if a State is properly carrying out the requirements of IDEA Identifying the validity and reliability of the data the State submits for SPP/APR

Noncompliance During the verification component of the CIV, State documents and data will be reviewed, and interviews will be conducted, to ensure compliance with statutory requirements of IDEA or its implementing regulations. – Information is gathered related to the potential noncompliance – Previously identified noncompliance is reviewed for correction

7. Results-Focused Component To support States’ efforts to improve results, OSEP’s Continuous Improvement Visits to States, beginning with those scheduled for fall 2011, will include a results-focused component – The results-focused component was developed as an opportunity for OSEP and States, along with critical stakeholders and technical assistance (TA) providers, to work collaboratively to improve results in a selected topic area

8. Responsibility OSEP continues to be responsible for ensuring compliance with IDEA – compliance alone will not guarantee improved results for children with disabilities – the results-focused component will shift the balance between compliance and results and support the States’ efforts to identify resources and strategies that will lead to improved outcomes for children with disabilities

Results-Focused Component This component is distinct from the verification component – Emphasis will be on improved results, rather than on compliance – Not a “verification” of a State’s efforts to improve results. – Not an element in a State’s annual determination under section 616(d) of the IDEA

10. Key Roles of SAPs and SICCS SAPs – provides policy guidance with respect to special education and related services for children with disabilities – unmet needs – proposed rules – data reporting under Section 618 – developing corrective action plans – coordination of services

11. Key Roles of SAPs and SICCS SICCs – Assist lead agency in implementing Statewide system seeking information from stakeholders on policies that impede timely services taking steps to ensure these problems are resolved advise and assist lead agency regarding provision of appropriate services

13. OSEP Stakeholder Dear OSEP Stakeholder, The U.S. Department of Education’s, Office of Special Education Program (OSEP) will be conducting a Continuous Improvement Visit to your State. OSEP will also provide Continuous Improvement Visit SAP and SICC Surveys. OSEP is requesting that the chairperson of the SAP and SICC coordinate with their OSEP State Contact to provide feedback on the SAP and SICC Surveys.

SAP/SICC Process OSEP provides the State Director/Part C Coordinator with the SAP/SICC survey The State Director/Part C Coordinator forwards the survey to the SAP/SICC The SAP/SICC members complete the survey The responses of the SAP/SICC members are summarized by the Chairperson of the SAP/SICC and returned to the State Director/Part C Coordinator The State Director/Part C Coordinator provides the summary of the SAP/SICC responses to their OSEP State Contact and their PTI/CPRC This is a voluntary process
