(after the beginning of the school year, within two weeks of the childs placement) –The reasons for identification as LEP and for placing their child in a language instruction educational program for LEP students; –The childs level of English proficiency how the level was assessed and the status of the childs academic achievement; Use multiple measures including WESTEST RLA data, informal or classroom based assessments, teacher observation, prior Woodcock Munoz

6 September 14, 2005Amelia Courts, WV Dept. of Education WESTELL Data- Notification Requirements Notification of Program Failure Districts are required to provide notice to the parents of LEP children participating in a Title III language instruction educational program of any failure of the program to make progress on the annual measurable achievement objectives Described in section 3122 of Title III. This notice is to be provided no later than 30 days after this failure occurs.

7 September 14, 2005Amelia Courts, WV Dept. of Education AMAOs – The Law Developed by the state (NCLB, Title III, Sec. 2132) Reflect amount of time spent in language program and: 1.Annual increases in Number or Percentage of children making progress 2.Annual increases in number or percentage of children attaining English proficiency 3.Making AYP for LEP (subgroup) of students Accountability- –Each year – notify LEP parents –2 nd year – Improvement plan –4 th year – Program Revision

8 September 14, 2005Amelia Courts, WV Dept. of Education AMAOs – The Plan March 2004 -West Virginias ELP assessment (WESTELL) will be administered Summer 2004- Cut scores will be established using the new assessment data. (Summer 2005) March 2005 - The second year of WESTELL data will be used to determine the percentage of students within each cohort who are making progress. Summer 2005 - Year 1, Year 2, Year 3, Year 4, and Year 5 cohorts starting points will be established from two years of baseline data to determine the state-level projections for intermediate goals and annual measurable objectives through 2014. (Fall 2005) The goals and objectives will be set separately for each cohort. This trajectory will assure that all students will reach the proficient level of performance by 2013-2014.

On student-level reports (individual score reports and rosters) include: A. scale scores and proficiency levels for all four domains (Listening, Speaking, Reading and Writing) and B. proficiency levels only for Comprehension and Total Composite.

13 September 14, 2005Amelia Courts, WV Dept. of Education WESTELL DATA- Reports Deriving Comprehension and Total Composite Levels and Scale Scores 1.Proficiency levels for Comprehension and Total Composite will be based on Articulation Committee recommendations. These recommendations assign an overall proficiency level based on the students proficiency level on the relevant domains. For example, a student receiving a 4 in Reading and a 3 in Listening has a Comprehension proficiency level of 4. Total Composite proficiency levels are based on levels earned on all four domains. 2.Scale scores for Comprehension and Total Composite will be based on averaging component scale scores, again following Articulation Committee recommendations.

14 September 14, 2005Amelia Courts, WV Dept. of Education WESTELL Data- Reports CAUTION: States and districts will be asked to refrain from sharing student-level Comprehension and Total Composite scale scores, since their use and interpretation is most appropriate at the aggregate level.
