2 Technical Support Some of the issues raised here in Addis Quality of TA provided is a concern More Country/CCM involvement in choice of consultant/TA recommended Need for coordination of TA to maximise value Consultants selected need to be up to speed on GFATM processes and new guidelines International TA must be experienced in country/region where work done Don’t forget to look locally and use South-South Language skills important Several sources of TA exist

3 Common Challenges (GF) Lack of capacity for effective proposal development to access funding Lack of adequately trained project managers to implement programs Inadequate management, finance and reporting capacity. Limited technical capacity in hard-to-reach areas. Lack of comprehensive representation of all stakeholders on CCMs Delays in getting funding to civil society organisations serving as sub-recipients

4 Technical Support General lessons from review of Technical Assistance Mechanisms Clear Terms of Reference, outputs and timetable Good Plan for TA, coordination and ownership TA must be reactive/ responsive/ flexible Quality assurance system needs to be in place Provide shortlist of TA available where possible Understanding of the sector/ country (“Big Picture as mentioned for Round 8) Sufficient lead time for assignments to get best TA

8 CSAT aims to help civil society organizations with project proposals and implementation – through brokering technical support and coordinating advocacy nationally, regionally and globally. NOT a provider of technical support (TS)

9 CSAT Coordination CSAT will operate through a Global Coordinator and six Regional Coordinators, one in each of the following regions: Middle East and North Africa; East & South Africa; West & Central Africa; Asia-Pacific; Latin America & the Caribbean; and Eastern Europe & Central Asia.

10 CSAT Priorities Strengthen the performance of civil society principal recipients and sub-recipients; Increase the number and quality of Global Fund proposals submitted by civil society organizations; Improve the quality and availability of technical support for civil society organizations.

11 Technical Support under the Mobilizing for Round 8 Project Recognition of need for TS to some country CCMs for preparation of integrated RH/HIV proposals - needs vary Importance of maximising use of national and regional TA resources A rapid, responsive mechanism for the 10 countries being supported under the project - time is short for Round 8 proposals Importance of South-South TS - e.g. Lessons from successful proposals under Round 7 Recognition that there are several sources of TS for countries - complementarity not competition

12 Technical Support A simple mechanism for 10 countries for Round 8 Additional resources specifically for Round 8 and for integrated RH/HIV proposal development Small flexible project fund available through two partner organisations - IPPF/ARO and Friends Africa Timebound mechanisms that aim to respond rapidly and focus on providing national/ regional TA - (project or other funding) Some limited allocation for Health Systems/ sector “Big picture” issues Support links with TSFs, CSAT, BackUp etc Using known networks as source of TA
