12 Learning for Jobs Vocational Training for Adults in Israel Engaging the social partners Looking at the Swiss model - returns  Labour market outcomes of higher VET are on average better than for university graduates.  According to a 2004 cost-benefit analysis, the gross benefit of employer involvement in VET in Switzerland is higher (CHF 5.2 billion) than the cost (CHF 4.7 billion).
