4 Why Do Assessments and Credentials Matter? Provide employers with the assurance the worker has met the minimal standard for employment or promotion Increase the marketability for the job-seeker Reduce the need for on-the-job training Improve production Further the competitiveness of local manufacturers through increasing productivity and product quality Promote workplace safety and increase product quality

5 NAM – Endorsed Skills Certification System Developed by manufacturers for manufacturers System of Industry-based credentials Validate skills / competencies needed to be productive / successful in manufacturing Based on third-party assessment using industry-set standards Not dependent on a particular program. Instead, demonstrated skill Endorsed certifications are nationally portable, third-party validated, and industry-supported with data results

8 MSSC Background 1998: Recognized by the federally created U.S. National Skill Standards Board (NSSB) as the “Voluntary Partnership” for all of manufacturing Responsible under National Skill Standards Act for developing industry-led standards, assessments and certifications for front-line workers (entry-level through front-line supervisor) 2001: NSSB formally endorsed MSSC national standards. Standards development involved 700 companies, 4000 front-line workers, 300 experts, $9 million public & private funds

9 Gold Standard MSSC: industry-led non-profit national certifying body with 700+ Authorized Assessment Centers in 44 states Work and worker standards, curricula, assessments and certifications for the core technical competencies of front-line industrial jobs Applicable to all front-line production jobs (6 million) Applicable to all front-line material handling and distribution jobs (5.3 million) Applicable to a broad population of: students, unemployed, under-utilized, career-changers, displaced & incumbent workers, and veterans

10 Gold Standard – cont’d ANSI ISO Standard 17024 Accreditation (Dec 2011) for both CPT and CLT. Only U.S. Certification body with ISO 17024 for manufacturing and logistics. 18 Community Best Practices Diverse Populations “Southwestern OH” cont’d Cincinnati State TCC: launched (02/2013) first “Get Skills to Work” veteran credentialing pilot (led by GE, Alcoa, Boeing, Lockheed Martin, the Gary Sinise Foundation and NAMs Manufacturing Institute Graduated 68 veterans to date, with 80% either gaining full time employment (70% of those interviewed are hired within 30 days) or electing to enroll in school full-time within 60 days “Employer Partners Network” of over 50 employers in the region supports the Get Skills program CPT Job Placement 71% Plus 19% entering postsecondary/education training program 90% Success

25 Funding Opportunities for Training Over $300,000 remains in the Oh-Penn Manufacturing Collaborative grant Receive up to 75% reimbursement on third-party training provider and/or in-house training costs 100% reimbursement for the related assessment/credential
