2 Civil Liberties Human Rights- fundamental freedoms What do you think there are? Does everyone have them? Countries that lack or abuse human rights? Bill of Rights establishes a starting point. Written guarantee of rights.- For 100 years though- did not apply to states. Framers established the idea of incorporation Bill of rights extended to all levels of federal government

3 14 th Amendment Constitution has changed with conditions and times- adjusted. 14 th Amendment- Defines citizenship ( person born/naturalized) Also establishes protection of liberties in Bill of Right to all citizens. Speech, expression, unwarranted searches, Nationalization- people may sue a state in federal court if liberties are violated.

4 Interpretation of Constitution Is it a living document that changes with society and times? Or should it be viewed as a strict guideline that should not be altered?
