1 THE RATIONALIZATION PLAN VIS-À-VIS THE ORGANIZATIONAL STRUCTURE OF THE OFFICE FOR PUBLIC AND LEGISLATIVE AFFAIRS (STRATEGIC COMMUNICATION) Executive Order No. 366 dated October 4, 2004 and its IRR dated May 11, 2005 - provided for the Rationalization of the Functions and Agencies of the Executive Branch. As an executive order, it is of general application to all government agencies. Administrative Order 167 dated December 31, 2006 - provided for a restructuring of the offices within the Department of National Defense. As an administrative order, it has particular application to the defense establishment. - Para 5 of AO 167 - provided for the merger of the Office for Public Affairs (OPA) and the Office for Legislative Affairs (OLEG) into the Office for Public and Legislative Affairs (OPLA) and para 12 of said AO placed the OPLA under the supervision of the Undersecretary for Civil, Veterans and Reserve Affairs (USCVRA).

2 THE RATIONALIZATION PLAN VIS-À-VIS THE ORGANIZATIONAL STRUCTURE OF THE OFFICE FOR PUBLIC AND LEGISLATIVE AFFAIRS (STRATEGIC COMMUNICATION) - Department Orders Nos. 24 and 24-A dated January 8, 2007 and January 11, 2007, respectively, both signed by the President as Acting SND - further defined the restructuring and delineation of functions of the offices within the department. - Paras 15 and 16 of both issuances provided for the functional supervision of the Staff (Office) for Public and Legislative Affairs under the Undersecretary for Civil, Veterans and Reserve Affairs (USCVRA). Specifically, it placed under the Undersecretary for Civil, Veterans and Reserve Affairs (USCVRA) the functional area of Strategic Communication, to include public and legislative affairs, public information and congressional liaison. - Department Order No. 29 dated January 24, 2007 – further defined the transfer of the Legislative Liaison Office to the Office for Public and Legislative Affairs (OPLA).

3 THE RATIONALIZATION PLAN VIS-À-VIS THE ORGANIZATIONAL STRUCTURE OF THE OFFICE FOR PUBLIC AND LEGISLATIVE AFFAIRS (STRATEGIC COMMUNICATION) Position: The DND Structure, as provided for in these issuances, should have been taken into consideration in the DND Rationalization Plan, particularly in the formulation of the position allocation/classification for the Office for Public and Legislative Affairs. In essence, the subsequent issuances after EO 366 (AO 167, DOs 24, 24-A and 29) therefore, limit the application of said EO insofar as the DND structure is concerned. It is therefore safe to assume that before changes can be applied, specifically in terms of restructuring OPLA, it will have to take a presidential issuance to modify the provisions of AO 167 and its IRRs, DOs 24, 24-A and 29.

Evaluate the report on the review of existing communication policies, doctrines, plans and programs of the DND and its bureaus/agencies to ensure compliance with the Constitution and its existing laws, rules and regulations; 2. Provide guidance in the formulation of communication policies, doctrines, plans and programs of the DND and its bureaus/agencies and submit such to the Secretary through the Undersecretary for approval; 3. Supervise, coordinate and provide direction for the implementation of communication policies, doctrines, plans and programs of the DND and its bureaus/agencies relative to strategic communication, public affairs and information; 4 Advise the Secretary on matters pertaining to strategic communication, public affairs and information. Review existing communication policies, doctrines, plans and programs of the DND and its bureaus/agencies to ensure compliance with the Constitution and its existing laws, rules and regulations; 2. Formulate communication policies, doctrines, plans and programs of the DND and its bureaus/agencies and submit such to the Secretary through the Undersecretary for approval; 3. Spearhead the implementation of communication policies, doctrines, plans and programs of the DND and its bureaus/agencies relative to strategic communication, public affairs and information; 4 Advise the Undersecretary and Secretary on matters pertaining to strategic communication, public affairs and information. 1. Formulate, coordinate and disseminate strategic-level public affairs guidance with integrated themes and messages for the DND and its bureaus/agencies; and develop and disseminate strategic communication and information for the general public; 2. Coordinate the collation, verification and authorization for release of unclassified defense information to the general public; 3. Organize, coordinate and provide support for press conferences and media availability of concerned officials and staff of the DND and its bureaus/agencies; 4. Organize and manage all activities/events relating to public affairs, public information, media and community relations; 1. Formulate and implement strategic communication plans that convey coordinated and integrated themes and messages intended for the executive, legislative and judicial branches of government; 2. Develop strategic communication and information and coordinate the collation, verification and authorization for release of unclassified defense information intended for the executive, legislative and judicial branches of government; 3. Coordinate with representatives of the executive, legislative and judicial branches of government involved in the legislative liaison system on matters pertaining to legislations of common concern as well as those affecting national security, the defense and military establishment; 1. Coordinate with the AFP in the formulation and implementation strategic communication plans that convey consistent and integrated themes and messages to the internal and external audiences of the AFP, to include the defense and military attaches, the diplomatic corps, our foreign allies and the rest of the international community; 2. Coordinate with the AFP in the development and dissemination of strategic communication and information addressed to the internal and external audiences of the AFP, to include the defense and military attaches, the diplomatic corps, our foreign allies and the rest of the international community; 3. Coordinate with the AFP in ensuring that DND and AFP activities/events pertaining to civilian-military operations are consistent with strategic communication goals; 1. Undertake research in support of the other Divisions relative to the formulation and implementation of strategic communication plans that convey consistent and integrated themes and messages, as well as assist in the development and dissemination of such to the internal and external audiences of the DND and its bureaus/agencies; 2. Collate information, provide news analysis, track issues and monitor media coverage of defense and security matters; 3. Prepare speeches, messages and other official correspondences, communications for the Secretary and other defense officials; - Supervise the overall operations of the office and ensure the effective performance of the core functions - Take charge of administrative matters, including logistics support and human resource development/ training

Provide in-house coverage of activities/events of the DND and its bureaus/agencies for records/ documentation purposes; and 6. Develop and implement special projects consistent with strategic communication goals. 4. Monitor and liaison with concerned congressional committees and legislators on matters relative to legislations affecting national security, the defense and military establishment; 5. Coordinate attendance of the concerned DND official/staff and office/bureau/agency in congressional hearings on legislations relating to national security, the defense and military establishment; and 6. Compile records of proposed and approved legislations pertaining to national security, the defense and military establishment. 4. Coordinate with the AFP in the collation, verification and authorization for release of unclassified military information to the general public; 5. Assist the AFP in formulating strategic communications guidance to all AFP personnel; and 6. Assist the other Divisions in the discharge of their functions pertaining to matters relating to the AFP. 4. Monitor implementation of strategic communication plans and programs as well as develop and devise means for assessing the effectiveness of such to include audience reaction/feedback; 5. Develop and manage the publication of information materials/references pertinent to national defense and security; and 6. Organize, manage and maintain a database for defense information and historical archive for the DND.
