2. Capital Project Plans The District determines capital projects as delineated in the Five Year Capital Plan (2011-2015). The Capital Plan is based on the Building Condition Survey that the New York State Education Department requires school districts to submit every five years. The plan serves as a guideline that aids the Facilities Committee in managing and prioritizing the work required to keep our buildings and facilities in good working order. The committee has met many times to discuss the Capital Plan and has been sharing concerns with the full Board about essential facility infrastructure needs for quite some time now.

3. Bond Project Based on recommendations in the Five Year Plan, the Board of Education has authorized a bond referendum to be put forth to Eastchester School District voters to allow the District to complete a capital project for field and track renovations and for maintenance/repair items. Items in the project include:  HS and MS Masonry Repointing  HS and MS Synthetic Turf Replacement  HS and MS Track Resurfacing  Track and Field Security Cameras  Field Perimeter Fencing

4. Brick Repointing – HS/MS Repointing is the process of renewing the pointing (the external part of mortar joints) in masonry construction. Over time, weathering and decay cause voids in the joints between masonry units (usually bricks), allowing the undesirable entrance of water. Water entering through these voids can cause significant damage. This bond covers repairs to areas that need repointing and lintels (support structures above windows) that need replacement.

10. Field Project The synthetic turf field behind the Middle School and High School was installed in 2002 and has exceeded its life expectancy. The field has been closed due to exposed seams and safety concerns. It will be replaced with a state of the art synthetic product. Perimeter fencing will be installed around the field for protection and to deter unauthorized users. Security cameras will be installed around the field.

15. Synthetic Field vs. Natural Grass Field A synthetic field is already in place so it makes sense to use any of the existing underground structure that may be intact. Synthetic fields can stand up to constant use. A natural grass field needs to be taken out of rotation to recover from use. Due to the limited space available, our fields are used continuously to support numerous physical education classes, teams and other programs, making a synthetic field a necessity. Cost analysis and studies show that synthetic fields cost less over the long run; while the costs of a natural grass field are lower up front, the cost of maintenance is higher and eventually will cost more money over the life of the field.

16. Field Usage The synthetic field is heavily used by: The Middle School and High School for Physical Education instruction. Modified, JV and Varsity Sports Teams for practices and games. Programs run by outside organizations for the benefit of Eastchester youth.

20. Track Project The track behind the Middle School and High School has been available to all community residents since it was opened in the late 1990s. Although the field is closed, the track remains open at this time for community use. The track will be resurfaced as part of the bond project. Security cameras will be installed. After track resurfacing, it will be open again to residents of the community.

24. Project Timeline Bond Vote Date: Thursday, December 12, 2013. If approved by voters, design work commences. Architects conduct site survey and design plans for project. Plans are submitted to State Education Department for review and approval. Project is put out to bid, per legal guidelines. Lowest responsible bidder is awarded contract. Work commences. Project is anticipated to be substantially complete by Fall, 2014.
