6 www.eulis.eu Interconnection Program The goals of DG Justice to interconnect all land registers and cadastre to build a service-portal in the e-Justice web-site Feasibility study into interconnection LR’s Overview of situation in 28 member states presents 3 alternatives solutions for portal: 1.Complete rebuild 2.Hybrid solution 3.EULIS as basis Analysis of required functionality of the portal

7 www.eulis.eu Interconnection Program WP for e-Justice: January 2015 meeting 18 countries support initiative for interconnection 12 countries interested to connect Majority agree EULIS as basis for solution Commission decided to start a project To migrate and upgrade EULIS To connect 12 countries Status: Dick Heijmans (Director of the program) asked for approval and budget. Decision expected by June 2015

8 www.eulis.eu Progress on the connections 12 Member States willing to participate in the EU- connection project: –Existing connections: AT, IE, LT, ES, SE, NL –New connections: FI, EE, BG, LU (cadastre), PT and N- Ireland NB: –England & Wales: will soon decide on reconnection –Macedonia: in process of connection And 18 countries are supporting the initiative –Malta, Latvia, Hungary, Cyprus, Croatia and Romania have indicated interest: connection possibly in the future

10 www.eulis.eu Connect the countries Commission decided to carry out Pilot –No clear communication about pilot, but plan is to connect MS’s to EULIS  this was not clear to all participants –Not well defined scope (including new portal?) –Approval Director General –Budget more than 500K€  approval DG ECFIN 3 groups for connection: –already connected countries--> “reconnection” –new connections: full live connections –parallel connections E&W and MK Challenge: new countries have different conditions –payed service free of charge; –Authorised access open access

11 www.eulis.eu Migration of the portal When? -Before or after upgrade of the EULIS-functionality -Before or after the connection of countries Under what conditions? -All maintenance and exploitation of portal by COM -Content reference info and glossary: member organisations -Ownership website EEIG Technical architecture of solution? -Very similar to present situation?! -Open access for non-member states and users

12 www.eulis.eu Interconnection project: EULIS view Define project: goal, scope, result, (fin) resource, communication Scope: –Migration and upgrading EULIS –Connection of countries –Arrange ownership incl technical and functional maintenance Basic questions: –In what order to migrate and connect?  First to connect –How to upgrade the functionality of the portal  Keep it simple –What is role of EULIS EEIG during and after the project? Prepare detailed plan for implementation (activities, resources, timing)

13 www.eulis.eu Strategy for connection Make it as simple as possible –Only technical connection –A-synchronic connection if required: like Spain –Payment module makes it complex How to avoid the payment module: –No payment for information –EU take cares for payment: budget financing –Credit card payment: appears a good alternative Later in time further upgrade of functionality

14 www.eulis.eu Connection of countries 3 phases: Preparatory activities –Overall plan –Answer the questions (order of work, functionality) –Check situation of connecting countries –Analyse result and requirements –Communication Central level activities –Prepare detail plan for EULIS upgrade –Implement upgraded portal Country level –Prepare connection plan –Upgrade IT solution MS and other provisions –Connect the country to the portal

15 www.eulis.eu Migration of EULIS Design architecture of the new portal Decision of the WP e-Justice: EULIS+ Nb: feasibility report gives no details about design Nb: assumption that new portal has no (major) consequences for the existing connections Determine the functionality of the portal –2 steps: simple upgrade to accommodate new connections Develop more functionality based on need analysis
