5 Transport Policies - Congestion 1. Transport infrastructure will be designed to achieve Objectives 1 and 2 above. The design will be tested against data which accurately represents the range of normal and adverse conditions experienced during the day and night and throughout the year to demonstrate that the objectives will be achieved. The data and model will take due account of actual local conditions and patterns of traffic movement, parking and stopping and pedestrian and other activity at key busy times of day. 2. Where the effect of the development on existing infrastructure is to cause the objectives above otherwise not to be met, the developer will propose and fund improvements in infrastructure, provision of public transport or other mitigations in order that the objectives can be achieved, taking into account the realistic preferences of residents and others as regards modes of transport. © Bishop’s Stortford Town Council

6 Transport Policies – Congestion (cont’d) 3. At stages during the development (for example when 50%, 80% and 95% of the planned units are occupied) the actual traffic flows will be compared with the predicted traffic flows. The stages will be agreed between the developer and the planning authority and chosen to provide a high level of assurance that objectives will be met. Adverse variations which cause any of the objectives above not to be met, or at intermediate stages which reasonably indicate that the objectives are not likely to be met on completion, will be addressed through additional infrastructure works, modifications to the design or through other measures agreed with the local planning authority in consultation with the Town Council. The developer will, prior to the commencement of the construction, provide such security as may reasonably be requested to secure that this requirement is met in the event that the developer defaults, faces financial difficulties or is unwilling or unable to complete their obligations under this policy. © Bishop’s Stortford Town Council

7 Transport Policies – Access Routes 4. No vehicular access to developments on ASRs 1 – 5 will be permitted between Dane O’Coys, Barrells Down Road, Lindsey Road, Whitehall Road and Foxdells Lane either during or after construction save for emergency vehicles and for access for new developments fronting on to any of these roads. © Bishop’s Stortford Town Council

The concept of ‘Walking Neighbourhoods’ (10 minutes walking distance or about 800m) must be used in locating new community facilities, including schools, a medical centre and playing fields and in the provision of public transport. 6. Street systems in new neighbourhoods must be designed to be and feel safe, and to accommodate pedestrians, cyclists, and public transport as well as private and commercial vehicles.

9 Transport – Examples These are examples based on the application of local knowledge. These are intended to assist developers, however are neither binding nor necessarily comprehensive: The restrictions and traffic carrying capacity of present highways into/out of town (Rye Street, Hadham Road, Stansted Road, Great Hadham Road/Windhill, London Road, Dunmow Road, Hallingbury Road) must be recognised and appropriately modelled under a range of normal and adverse conditions.
