Current and future challenges in disposing of LLW – the LLWR perspective SAFESPUR WORKSHOP 29 April 2009 Presented By: Chuck Conway, Head of Consignor Support, LLWR Ltd.

UK LLW Challenges presented by NDA - 2006 Packaged Volume Waste Arisings 201020202030204020502060207020802090 Baseline 2006 Inventory Forecast Current SLC LTP 2008 Storage and disposal capacity exceeded 2011 Risk of PCSC failure 2020 LLWR full Year

Baseline 2006 Inventory Forecast Current SLC LTP Partnership with consignors and supply chain is critical to solving UK LLW Challenges. NWM Proposal 2013 PCSC approval 201020202030204020502060207020802090 Year Packaged Volume Waste Arisings

LLWR Ltd Key Initiatives – LTP 2008 Provide assured storage and disposal at LLWR Strategic partnership with NDA and consignors to develop a UK National LLW Strategy. Transform LLWR into a fully integrated waste management operation –Open additional fit-for-purpose waste management and disposal routes –Enhanced consignor support organisation –Energise the Supply Chain

Commenced in September 2008: –Excavation nearing completion –Concrete and Bentonite batching plants established –Currently constructing west side retaining wall –Piling operations to the east side Area available for operation in April 2009 Completed by December 2009 Gives 10 year capacity Storage area for Segregated Wastes Vault 9

Vault 8 UK National LLW Repository capacity – March 2009

Environmental Safety Case Background: –2002 ESC not accepted by EA –2006 Authorisation only allows storage once Vault 8 full –Revised ESC required by EA 1 st May 2011 –EA unhappy with progress Progress: –ESC work programme completely replanned Summer 2008 –New project manager and team in place –Liaising closely with EA to ensure 2011 ESC will meet their requirements –Recent interim submissions to EA have been accepted as meeting their requirements

8 UK LLW Policy – The need for change In March 2007 the UK government published a new policy for the Management of Solid Radioactive Low Level Waste (LLW). Recognising that the previous policy published in 1995, known as Command 2919 (Cm2919), was not written with the NDA’s large-scale decommissioning programme in mind, the new policy introduced a more flexible and fit-for-purpose approach for LLW management centred around the application of the waste hierarchy. The policy requires the NDA to publish a UK LLW Strategy and Management Plan for integrated LLW management throughout the UK

Strategic Review Conclusions Consignor’s LTP 2008 includes funding for implementing the hierarchy. LLWR Ltd. LTP 2008 is based on “immediate” and “maximum” implementation of the hierarchy by all consignors. Not all consignors have planned for “immediate” and “maximum” implementation. The Business Case will support the process of determining the optimal level of implementation.
