11 Consensus GS1 Standards are intended to meet global needs and reflect a broad consensus of the GS1 community. Decisions of GSMP groups are made by consensus. Consensus is defined as general agreement, characterised by the absence of sustained opposition to substantial issues by any important part of the concerned interests, and by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments. Consensus does not mean unanimity. 2/3 Majority is sufficient, but broader consensus is preferable. Any No votes of final standards solutions are discussed by POC & BCS. Robin GS1 Standards, Guidelines, Solutions, and Services are intended to meet global needs and reflect a broad consensus of the GS1 community. Decisions of GSMP groups are made by consensus. The word “consensus” appears more than 60 times in the GSMP Process Manual. Consensus is defined as general agreement, characterised by the absence of sustained opposition to substantial issues by any important part of the concerned interests and by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments. It is important to understand that consensus does not mean unanimity. A formal process exists for recording any disapproval of final standards solutions. It is the responsibility of the group Co-Chair(s) to judge whether consensus indeed has been reached. All decisions of a GSMP group are made by consensus and confirmed by motions and votes in which all group voting members are equal participants It is preferable for the group to work towards a broader consensus rather than push through a matter that only has the bare minimum support required for passage. Members participate actively in the consensus-building process with wisdom and integrity
