3 TGF Replenishment Mechanism Geneva, 15 December 2011 Resource Mobilization 2012 Goals  Move the needle back toward $11.7 billion announced in NY  Ambitious target: $1billion above the $9.7b, estimate from November 2011  Carry out a thorough review of replenishment mechanism  Prepare the ground politically for a successful 4th Replenishment process in 2013. 3

4 TGF Replenishment Mechanism Geneva, 15 December 2011 Objectives:  Strengthen confidence in GF model amongst core donors  Secure full appropriation and more timely payment of US pledge  Secure increases from UK and Australia  Partial payment of arrears from Spain and Italy  Ensure continued support from France  Build on momentum in the Gulf and secure pledges from Kuwait and UAE  Refocus efforts on reduced list of emerging donors (Turkey, Mexico, Korea…) 4

6 TGF Replenishment Mechanism Geneva, 15 December 2011 Potential Separate Pledging Opportunity Requires full engagement of US administration and Congress Create a pledging opportunity through public announcement for the US, UK and other selected donors Timing: between WB/IMF Spring meeting in April and IAC in July: Current thinking focuses on G20 in Mexico. 6

7 TGF Replenishment Mechanism Geneva, 15 December 2011 Where we need help….  Effective, targeted advocacy aimed at governmental, legislative and technical decision makers  High impact interventions by key individual advocates at the highest level  Partners in advocacy to engage closely in support of the CTP and reform of replenishment mechanism  Political pressure focused on countries which have defaulted or where support is visibly (or may be) slipping 7

8 TGF Replenishment Mechanism Geneva, 15 December 2011 Communications: Challenges Rebuild reputation: The goal for communications is that by year-end, the adjectives associated with the Global Fund will change… …from: “troubled”, “crisis-ridden”, “corruption-plagued”… …to: “live-saving”, “efficient”, “essential”, “renewed”

9 TGF Replenishment Mechanism Geneva, 15 December 2011 A four-fold approach: 1.Mitigate/minimize the effect of bad news: 2.Provide a continuous stream of reassuring updates on the transformation process to donors, implementers, partners. 3.Create a positive, forward-looking, emotional environment of support. 4.Stress the need to continue increased investments and the catastrophe of stagnating/slipping backwards.
