The imbalance of progress and the preservation of the historic urban fabric often results in either economic stagnancy or the loss of cultural heritage values and with it the loss of identity. 9 Regions for Economic Change Conference | 20th-21st May 2010 I Page 9 A Local Action Plan for the Old Town of Regensburg Integrated management and sustainable development of the World Heritage Site Regensburg Our Tasks in Regensburg are: Balancing the safeguarding of the UNESCO World Heritage site Old Town of Regensburg with Stadtamhof with the sustainable development of the area (social, economic and environmental aspects) Securing a multifunctional, vital and attractive old town for residents and visitors alike Managing (conflicting) needs and interests of all stakeholders concerned (e.g. residents, visitors, conservators, etc….)

12 Regions for Economic Change Conference | 20th-21st May 2010 I Page 12 Relevant steps for the elaboration of a Management Plan: Analysis of all relevant existing concepts, plans, studies and instruments for Regensburg (= Basis for the Management Plan) Conjoint elaboration of an overall vision for the site and development of basic principles and objectives (e.g. regarding building preservation, retail industry, tourism, etc.) Development of an Action Plan as part of the Management Plan (concrete measures to support the objectives defined) Civic Participation Process Involvement of the political level: Approval of the Management Plan by the City Council A Local Action Plan for the Old Town of Regensburg Integrated management and sustainable development of the World Heritage Site
