3 3 Main objectives of the BS-ERA.NET project to reduce the fragmentation of the European Research Area (ERA); to develop and strengthen the coordination of public research programmes conducted at national and regional level in the BS extended region; to establish an information exchange and communication framework in the BS extended region; to sustain the communication in the BS extended region; to enhance the complementarity and synergy between the Framework Programme and activities carried out in the framework of intergovernmental structures; Networking on Science and Technology in the Black Sea Region

4 4 Main objectives of the BS-ERA.NET project (cont) to provide a framework to network and mutually open at national and regional research programmes level in the BS extended region; => to concrete cooperation in the frame of a Black Sea Research Programme (BSRP) => to the development and implementation of joint programmes and activities in the region (e.g. BS Joint Call - 2010); Networking on Science and Technology in the Black Sea Region

5 5 BS-ERA.NET’s ambitious goals to design a Black Sea Research Programme (BSRP)  to bring to the EU-BS partnership a useful cooperation tool to be implemented according to the needs of the targeted region  to act as a frame of cooperation that can be adapted to specific needs; to implement the first BS-ERA.NET Joint Call; the partners of the BS-ERA.NET by * dissemination of knowledge * communication and * working together are foreseen to build a lasting, innovative and effective synergy as an “Union”; Networking on Science and Technology in the Black Sea Region

6 6 Launching and implementing the first BS-ERA.NET Joint Call; BS-ERA.NET Joint Call; September 2010 The first BS-ERA.NET Joint Call is scheduled to be launched on September 2010 In order to have a smoothly implementation of the whole process we have identified some aspects that should be tackled and agreed by the consortium members: –What kind of management do we want?: (a) Self management by the Group of Funding Parties (GFP)? (b) Centralized management by a Central Administrative Body (CAB)? –Selection criteria (in case of option b): experience from other ERA-NET joint calls, administrative capacities will be taken into consideration –Monitoring of the management: internal or external? Based on the BS-ERA.NET consortium expertise +lessons learnt a joint call should –Be in line with the objectives of each funding programme –Do not be in conflict with specific regulatory provisions of any funding programme  Design and implementation based on the analysis of questionnaires addressed to the programmes owners –Topics – common RTD priorities/objectives –Implementation rules – flexible, easy to be “adopted” by the funding parties Networking on Science and Technology in the Black Sea Region

11 11 Designing and implementing the first BS-ERA.NET Joint Call; BS-ERA.NET Joint Call; Based on the BS-ERA.NET consortium expertise +lessons learnt Networking on Science and Technology in the Black Sea Region Key factor for the successful implementation of a joint call – to be attractive to funding organisation  Rules easy to be integrated  Flexibility ( e.g. different starting date according to the national calls/contract conclusion, reporting periods,..)  Transparency of evaluation  Funding mode: juste retour, common pot (virtual or real)???  Monitoring and assessment of the Joint Call

12 12 Designing and implementing the first BS-ERA.NET Joint Call; BS-ERA.NET Joint Call;  What we should have in mind when establishing the rules of the Call: -Design a transparent system; -Keep it as simple as possible; -Establish and agree on the all the details from the very beginning; -Do not change the rules during the call; -Be innovative; -Be efficient; -Be focused; -Respect the agreed time frame; -Learn from other bad and good practices of other ERA-NETs calls Networking on Science and Technology in the Black Sea Region
