7 Your town – your plan Bishop’s Stortford Neighbourhood Plan All Saints, Central, South and part of Thorley Provide a suitable range of usages Schemes that have the following characteristics will be supported:- Schemes that have the following characteristics will be supported:- a)Residential usage predominantly starter flats/homes for those prepared to forgo a car b)Shop premises aimed at secondary shop front usage such as small scale retail, service and food outlets for both passing trade and local patronage c)Office space, would need to be ‘A’ class, extent best determined by further consultation d)Local medical centre, not a main hub e)Hotel (better location than the Old River Lane site) © Bishop’s Stortford Town Council

8 Your town – your plan Bishop’s Stortford Neighbourhood Plan All Saints, Central, South and part of Thorley Provide a transport interchange to promote better connections Schemes that have the following characteristics will be supported:- Schemes that have the following characteristics will be supported:- a)The TFL ‘Interchange Best Practice Guidelines’ reference guide should be used during the design and evaluation process b)Contributions should be sought from all developers with developments in the planning process in the area c)The guide should be used with the following weightings (TBD) to provide a transport interchange close to train station entrance that allows easy movement between the different modes of transport d)Other features required or to remain include:- Dedicated space for efficient taxi rank operation Dedicated space for efficient taxi rank operation Cycle parking/storage as near as possible to the train station entrance. 9 Your town – your plan Bishop’s Stortford Neighbourhood Plan All Saints, Central, South and part of Thorley Improve vehicle access routes to the site and connections with the town Schemes that have the following will be supported:- Schemes that have the following will be supported:- a)Two-way southern car access to the site for parking from London Road near Tanners Wharf b)Two-way car access to the site for parking from Station Rd, minimising interruption to traffic flow on the one-way system. NB Access to car parking for the flats off Anchor St. must also be present, either to Station Rd or via the southern access to the site. c)Consideration should be given to a north-south throughway link for taxis and buses between London Road and Station Road © Bishop’s Stortford Town Council

10 Your town – your plan Bishop’s Stortford Neighbourhood Plan All Saints, Central, South and part of Thorley Provide sufficient car/cycle parking for site users Schemes that have the following will be supported: Schemes that have the following will be supported: a)Sufficient parking to replace current capacity, plus that needed because of additional usage resulting from development in and around Bishop’s Stortford b)Suitable cycle parking must be provided within the development c)Car parking must be attractive and of good quality and of a design that feels safe and secure with clear separation between cars and pedestrians d)Car parking alongside the railway line e)Car entrance and exits to operate efficiently and do not cause unnecessary delays f)Consideration should be given to elevated vehicle access from either Station Road bridge over the railway line or from London Road close to Tanner Wharf © Bishop’s Stortford Town Council

11 Your town – your plan Bishop’s Stortford Neighbourhood Plan All Saints, Central, South and part of Thorley Provide easy and safe pedestrian and cycle links to and from the site Schemes that have the following characteristics will be supported:- Schemes that have the following characteristics will be supported:- a)Pedestrian/cycle throughway from white ‘dog leg’ river bridge to train station entrance b)3-4m wide pedestrian/cycle route along tow path following the river bank from southern tip of site towards Station Rd. bridge c)Pedestrian/cycle throughway from the lower train station area (Dane St.) to London Rd/Hockerill open to the general public d)Pedestrian/cycle throughway from train station to Town Centre unimpeded by Station Road, using new non-vehicle river bridge which must give access to towpath on north side of existing Station Rd. bridge © Bishop’s Stortford Town Council
