2 ITU-T 2 EU Commission Open Workshop – Identifying policy and regulatory issues of Next Generation Networks, Brussels 22 June 2005 Organisation of NGN studies in the ITU-T o Study Group 13 (Study Group NGN) is one of thirteen study groups in the telecommunication standardisation sector of the ITU o At the World Telecommunications Standardisation Assembly (October 2004) it was given the task to lead the standardisation work on Next Generation Networks o This is being carried out on a project basis involving other study groups, other sectors of the ITU and other standardisation organisations, such as the IETF and ETSI

3 ITU-T 3 EU Commission Open Workshop – Identifying policy and regulatory issues of Next Generation Networks, Brussels 22 June 2005 NGN Focus Group o In order to accelerate the work on NGN standardisation a Focus Group was set up in June 2004 under the auspices of Study Group 13 o Has been meeting every two / three months and the final meeting (the 9 th ) will be held at the end of 2005 o Its target has been to prepare Release 1 specifications for NGN

4 ITU-T 4 EU Commission Open Workshop – Identifying policy and regulatory issues of Next Generation Networks, Brussels 22 June 2005 Definition of Next Generation Network A Next Generation Network is a packet-based network able to provide telecommunication services, able to make use of multiple broadband, QoS-enabled transport technologies and in which service-related functions are independent from underlying transport- related technologies. It offers unrestricted access by users to different service providers. It supports generalised mobility which will allow consistent and ubiquitous provision of services to users.

5 ITU-T 5 EU Commission Open Workshop – Identifying policy and regulatory issues of Next Generation Networks, Brussels 22 June 2005 An NGN is characterised by the following fundamental aspects o Packet-based transfer o Separation of control functions among bearer capabilities, call/session, and application/ service o Decoupling of service provision from network, and provision of open interfaces o Support for a wide range of services, applications and mechanisms based on service building blocks (including real time/ streaming/ non-real time services and multi-media services) o Broadband capabilities with end-to-end QoS

6 ITU-T 6 EU Commission Open Workshop – Identifying policy and regulatory issues of Next Generation Networks, Brussels 22 June 2005 o Interworking with legacy networks via open interfaces o Generalised mobility o Unrestricted access by users to different service providers o A variety of identification schemes o Unified service characteristics for the same service as perceived by the user o Converged services between Fixed/Mobile o Independence of service-related functions from underlying transport technologies o Support of multiple last mile technologies o Compliant with all regulatory requirements; for example concerning emergency communications, security, privacy, lawful interception

8 ITU-T 8 EU Commission Open Workshop – Identifying policy and regulatory issues of Next Generation Networks, Brussels 22 June 2005 Role of the ITU-T o The ITU-T will not develop regulations for the NGN o However with the wide participation of member states, operators, vendors and regulators the ITU-T does provide a forum for regulatory aspects to be considered in order that the necessary capabilities can be built into the standards
