1. Structure of ITU-T SGs: Vertical direction Middleware Service (User) Service (User) Service (Server) Transport Access Core Home FTTx, xDSL, Cable, Satellite, WLAN, WiMax, DMB etc. QoS/QoE/NP (SG12 + SG13) Traffic/NNAR (SG2) Control (SG11) SG9 (Cable), SG15 (Transport), SG19 (mobile), other SODs SG2+SG16 ? Charging/ Accounting (SG3) OAM/Manag. (SG4) Security (SG17) Overall Architecture Cable aspects (SG9) Other Telecom aspects (SG13) Mobile aspects (SG19)

2. Configuration of IP-TV Standards Program Service Provider Program Consumer IP Underline TP (Broadcasting) Underline TP (Fixed/Wireless) Underline TP (Mobile) Platform Media Processing Codec Control Common Platform QoS/NP Broadcasting/ Multicasting/ Unicasting etc. Traffic control Security IP-TV Services Additional Services Service Control/AAA Transport Capability (Broadband etc.) Service/User Profile Security IPR

IP-TV service definition ad relevant services (e.g. supplementary and/or additional services such as SMS over IP-TV, VoIP over IP-TV etc.) : SG2 and SG16 Overall architecture of IP-TV and network capabilities : SG13 and SG19 (SG 9 from IPcable point of view) Signaling and Network control : SG11 Transport capabilities and network aspects : SG15 Media processing, codec and service control : SG16 Security on IP-TV : SG17 QoS and Network Performance : SG12 and SG13 OAM and Management : SG4 and SG13 Traffic Control and NNAR : SG2 Accounting and Charging: SG3 Possibly need involve most of Study Groups Too many coordination and too slow Hard to coordinate 2. Configuration of IP-TV Standards : Vertical + Horizontal

3. Standard requirements on IP-TV Time to market: Some one already started and others are being ready Encourage cooperation and competition: Support building Global Market Harmonization for global standards: Incorporation of SDOs results Adding Value through ITU-T SDO ASDO B SDO C SDO D ITU-T Management Security Configuration Operation Service and Business Network and Business

4. Procedure for IP-TV Standards Collection of Views Views from Broadcasting Domain: Terrestrial + Satellite Views from Cable Domain : IPcablecom Views from Telecom Domain: Fixed + Mobile + Wireless Analysis of Standards Standards from Broadcasting Domain : ITU-R Standards from Cable Domain : ITU-T SG9 Standards from from Telecom Domain Identify gaps and missing standards Objectives and ToR Set up common objectives Build Terms of References on ITU-T activity Action Coordination with other SDOs and Develop Standards

5. Process for IP-TV Standards SG 2 SG 19 ITU-T TSB Director IP-TV Focus Group SDO A SDO Y Bring expertise Harmoni- zation Need special entity: for speed up activity but flexible to collaborate with SDOs Project approach: one group, one time plan and limited life ITU-T Recommendation A.7: Focus Group could be the best

5. Process for IP-TV Standards ITU-T TSB Director IP-TV FG Management WG Work Area WG 1 Strategic Coordination Group: Coordination with other SDOs Develop how to incorporate SDOs results into ITU-T work Arrange work scope and areas jointly with relevant SDOs Terminology on IP-TV WG 2 Service requirements and types Media processing and control technology WG 3 Architecture and Network capabilities Any-casting technology: Broad-, Multi-, Uni-casting etc. WG 4 QoS and Network Performance aspects Traffic and resource control WG 5 Operation technology: NNAR, Billing and Security Management aspects: Network and service management
