11 World Class Standards SEM Voting in TBs If you have to vote stick rigidly to the rules Two possibilities: Voting in a TB Meeting Voting by correspondence

12 World Class Standards SEM Voting in TBs Weighted Individual Voting for voting in a meeting or by correspondence only participating Full and Associate Members may vote voting by proxy not permitted no quorum stipulated vote splitting is not permitted each qualifying Member has only one vote irrespective of number of delegates

13 World Class Standards SEM Voting in TBs if manual voting is used, each Member may only vote once if electronic voting, votes may be changed up to close of vote secret ballots not necessary in general secret ballot must be used for election of a TB official if more than one candidate voting on TB officials is required to be confidential if voting takes place in a meeting, only the final result appears in the meeting report If voting is by correspondence, only the final result is disseminated

14 World Class Standards SEM Procedure before the vote: clear explanation of the issues indication of method of evaluation each participating qualifying member may cast one vote recorded in meeting report opinions of others present (especially Counsellors) should be recorded for information Chairman should try to unify the meeting

15 World Class Standards SEM Successful? Vote successful if 71% of votes cast are in favour Abstentions are not included in determining number for votes cast

16 World Class Standards SEM Voting by correspondence Weighted Individual Voting sent to all on TBs membership list Each Full Member and Associate Member on list has one vote if manual voting is used, each Member may only vote once if electronic voting, votes may be changed up to close of vote minimum 30 days to vote no quorum stipulated vote splitting is not permitted result sent to all on list within 15 days

17 World Class Standards SEM Voting by correspondence Unofficial alternative approach: The issue is considered approved unless legitimate opposition is registered within a specified period of time

Vote successful if 71% of votes cast are in favour Abstentions and failure to vote are not included in determining number for votes cast Chairman must define issues clearly Result published in meeting report Secret ballot for TSG/WG Chairmen and Vice-Chairmen if more than one candidate

19 World Class Standards SEM Whats different in 3GPP? Project Co-ordination Group (PCG) only Organizational Partners may vote each OP has one vote quorum is 50% of total number of OPs no proxies permitted

TSG/WG - voting in a meeting voting by Individual Members each voting member has one vote voting member may only cast the vote once a voting member may carry up to five proxies for other voting members quorum is 30% of voting member companies on the TSG/WGs membership list proxies do not count towards the quorum

23 World Class Standards SEM Weighted Individual Voting Vote weighted in accordance to members contribution as membership fee Fee calculated from members global electronic communications- related turnover in case of Administrations, on countrys Gross Domestic Product

24 World Class Standards SEM Weighted Individual Voting Voting in a TB Approval of ETSI Standards and ETSI Guides Election of officials to General Assembly Election of Board members and Board Chairman Selection of Director-General Matters relating to European Union (Full Members only)

25 World Class Standards SEM Weighted Individual Voting Success = 71% of votes cast are in favour In General Assembly: proxy voting permitted quorum of 50% of weighted votes Otherwise: no quorum specified Vote splitting in general, vote splitting is not permitted because each Member has only one vote, which is weighted the only exception is for the election of Board members Each ETSI Member (Full, Assoc) may use as many votes as its individual weight And may split those votes on as many candidates as it has votes (see Annex 7 of the Rules of Procedure)

27 World Class Standards SEM National Weighted Voting Approval of EN Changes to Statutes and Rules Establishment of national weightings Not available to countries of Associate Members Only available to countries having a Member in the Administration, Other Governmental Bodies, or National Standards Organizations category which contributes to ETSI according to the countrys Gross Domestic Product (GDP)

30 World Class Standards SEM National Weighted Voting If vote on a standard is negative: votes of EU & EFTA countries are counted if result is then positive: standard is adopted for the EU & EFTA and all other countries who voted in favour
