2 Welcome and Overview

3 3 Purpose The purpose of this exercise is to provide participants an opportunity to evaluate current response concepts, plans, and capabilities for a response to a bioterrorism event in [Jurisdiction]. The exercise will focus on local emergency responder command and control coordination, critical decisions, notifications, and the integration of State and Federal assets necessary to save lives and protect public health and safety.

4 4 Scope The exercise will focus on the role of [Jurisdiction] in response to potential consequences of a bioterrorist event Processes and decision-making are more important than minute details The emphasis is on coordination, integration of capabilities, problem identification and resolution

5 Target Capability: Medical Supplies Management and Distribution

6 6 Objectives Review the process to establish an inventory management structure, monitor supply usage and request additional material for the EDS sties by the Logistics Section during a biological terrorism incident, in accordance with the EDS Plan. Discuss the appropriate number of trained personnel that need to be identified for inventory management by the Logistics Section Chief prior to the activation of an EDS for a biological terrorism incident in accordance with the EDS Plan. Discuss the chain of custody process to be taken by EDS staff when receiving SNS material from the State or transferring it to another EDS during activation for a biological terrorism incident in accordance with EDS Plan. Assess the process to be taken by the Logistics Section for recovering and accounting for unused supplies and resources within the EDS during the demobilization of an Emergency Dispensing Site, in accordance with standard operating procedures.

8 8 Exercise Structure & Guidelines Four modules, each comprised of… –Multimedia situation updates –Moderated group discussion of response issues This is an open, low-stress, no-fault environment. Varying viewpoints, even disagreements, are expected Consider different approaches and suggest improvements Base your responses on the current capabilities of your agency Feel free to visit other participants

9 9 Assumptions & Artificialities The scenario is plausible, and events occur as they are presented. There is no “hidden agenda”, nor any trick questions. All players receive information at the same time.

12 12 [Month, Day, Hour] Credible intelligence at home and abroad has projected the possibility of a terrorist attack on U.S. soil. Intelligence and Health Care Communities have heightened awareness and surveillance measures A white powder incident in [Your Town/City] is confirmed by the State Lab as Anthrax. Mass prophylaxis is needed to treat those exposed within 48 hours.

13 13 [Month, Day, Hour] [Your Town/City] has deployed resources to open an initial Emergency Dispensing Site (EDS) at [name of an EDS] at [EDS address]. An initial truck load of pharmaceutical supplies has entered [Your Region] and is nearing [Your Town/City]. The high visibility and intense media coverage of the terrorist attack has drawn attention to both the shipment of supplies and the EDS.

15 Module 2: Response Underway

16 16 [Month, Day, Hour] The SNS shipment of supplies has arrived at [EDS name] and the pallets are ready for unloading. [City/Region] Medical Reserve Corps volunteers are ready to set up the operation. Dispensing operations are underway when the Operations Section Chief requests more boxes of medication. The Emergency Operations Center has contacted the EDS Manager and requested a Situation Report (Sitrep), including the status of resources.
